Locals in Dnipro reported an explosion "louder than anything they had heard before", plus there was activity at the Astrakhan launch site so I think there is a solid chance of this being true.

The likely usage of an Inter-continental ballistic missile marks a significant escalation in the Russia-Ukraine war. It is a major statement to the west, likely in response to the greenlight being given for Ukraine to use ATACMS and Storm shadows on Russian territory.
