CONCORD — Attorney General John Formella has opened an investigation into whether any anti-vaccine mandate activists violated criminal laws when their loud protest led to the cancellation of Wednesday’s Executive Council meeting.
Gov. Chris Sununu said he is working on plans to bring the council back for a meeting in two weeks, but no decision has been made on a location.
Formella’s announcement came roughly 24 hours after Sununu and the council abruptly canceled the meeting when a small number of boisterous activists interrupted an earlier breakfast session at the New Hampshire Institute of Politics in Manchester.
The activists were there to oppose two federal contracts totaling $27 million that would pay for immunization efforts and the creation and management of a registry database that would contain the records of immunizations.
“We had to have State Police escort the Department of Health and Human Services’ career employees to their vehicles. Just think about that,” Sununu said. “They had to leave with a State Police escort, and that is not what New Hampshire is about.”
House and Senate legislative leaders from both political parties condemned the protest.
House Speaker Sherman Packard, R-Londonderry, and Senate President Chuck Morse, R-Salem, defended the decision to shut down the meeting on the campus of Saint Anselm College.
"Our Constitution guarantees the right to free speech, but disruption of government meetings, and threats to government officials is absolutely unacceptable,” Packard said in his statement. “The events we witnessed today were disgraceful and contrary to civil public discourse.”
Dems: GOP asked for it
House Democratic Leader Renny Cushing of Hampton and other Democratic Party officials charged that the actions of GOP lawmakers and Sununu invited the outbursts.
“When Gov. Sununu signed a GOP budget refunding fines to businesses that violated his own COVID protocols, it was a clear signal to extremists that the Republican party is on their side and that the governor was incapable of standing up to them,” Cushing said. “The speaker’s decision to allow conspiracy theorist Rep. Ken Weyler to remain chair of the Finance and Fiscal committees shows just how far extremism has risen in the GOP ranks.”
Sununu dismissed the Democratic criticism that held him or GOP lawmakers responsible for what he called an “aggressive” attack on the public process.
“Shame on them. This is a serious situation we had today,” Sununu said.
Before Wednesday’s protest, the tentative plan was for the council to next meet Oct. 13 on the campus of the University of New Hampshire in Durham.
Sununu said administration officials are now studying a variety of “potential locations."
The results of Formella’s probe, if they include criminal charges, could make it easier for organizers of a future event to deny admittance to individuals if they were accused of disorderly conduct or other offenses.
Safety Commissioner Robert Quinn declined to provide specifics, but he said some state officials had told authorities some protesters threatened their personal health.
“The threats were just way too much,” Sununu said Thursday during the Morning in New Hampshire radio talk show with Jack Heath.
Some HHS staffers in the Division of Public Health were seen leaving the NHIOP conference center a short time before Executive Councilor Dave Wheeler, R-Milford, came out to announce the meeting was canceled.

The White Rose is a decentralized global network of independent activists—each a powerful one person operation—all working in unison to disseminate a much needed counter narrative to the relentless onslaught of fear mongering, lies and propaganda we've all been subjected to since day one of the Covid-19 "pandemic".

Each White Rose participant is an independent free agent, entirely responsible for his or her own actions. We do not exist as any kind of tangible organization, but rather as an idea; a concept; a methodology.
We are strictly non-violent. We do not condone any offensive acts of violence, nor the destruction of property.
We welcome all skin colors, races, creeds, and walks of life, so long as the individual's behavior and beliefs align with our mission and principles.
WHO WE ARE NOT
We do not subscribe to partisanship, identity politics, or the false left/right political paradigms created, by design, to divide and conquer us, and to attempt to subjugate us under the control of those who falsely believe they own our bodies, minds, and souls.
We do not condone, and moreover, we condemn racism of any kind. We believe that all individuals should be judged solely on the content of their character, not on any immutable genetic characteristics, or the actions of other members of any group to which he or she may belong.
We are inherently anti-authoritarian, condemning all forms of involuntary collectivism, including globalism, fascism, communism, National Socialism, Marxism, and all other doctrines that hold that any one group has the rightful authority to rule another, without the explicit consent of the governed.

- Natural law, according to which all people—by virtue of being born—are endowed with inalienable 'natural rights', conferred not by act of legislation (as with 'legal rights') but by "God, nature, or reason."
- Individual sovereignty/self-ownership - the natural right of every person to be the exclusive controller of one's own body and life.
- Bodily autonomy - the natural right of all human beings to self-determination over their own bodies.
- Freedom of movement.
- Freedom of assembly.
- Freedom of speech.
- The non-aggression principle, which asserts that no violence may be employed against a non-aggressor, in accordance with natural law.
- Non-violent civil disobedience.
- The Nuremberg Code.
WE OPPOSE:
- Mandatory or coerced vaccination, especially with experimental, gene altering mRNA technology, for which no long term safety data exists, and for which clinical trials are still ongoing.
- Mask mandates, which violate the principles of bodily autonomy and self ownership.
- Totalitarian lockdown restrictions, including (but not limited to): stay-at-home orders, forced business closures, forced quarantine of healthy people.
- Vaccine passports.
- PCR testing for diagnostic purposes.
- The Great Reset.

Our name is an homage to the WW2-era underground resistance group—active within Nazi Germany—who at great personal peril published and distributed a series of leaflets calling for active opposition to the Nazi regime. The courage, wisdom and ultimate sacrifice of Sophie and Hans Scholl, and all of their brave student allies, continues to inform and inspire us nearly 80 years later.

On Sep. 30 2017, 5 men and myself, met with Gov. Sununu’s legal council John Formella (now Attorney General) and presented a 15 page report exposing the fact that he was in violation of at least 30 articles of the New Hampshire Constitution. John Formella responded in writing (we have the letter) to acknowledging that you were consulted and informed about the content of the report. The report exposed that the State of New Hampshire was no longer sovereign and now operated as a statutory state of the federal government, a territory or property of the United States (a corporation) see NH RSA 21:4. You have violated your oath and your conduct is malfeasance of office, and you now openly committing treason against the people of New Hampshire by continuing to accept and spend money from the federal reserve (foreign international bankers), and by subjecting the Citizens of this State to federal laws and inflation not authorized by the State or Federal Constitution. It is time that you be tried for treason.

Did Unruly Protestors Disrupt the Democratic Process? | New Hampshire Constitutional Republicans:
"While thousands of New Hampshire Citizens clearly oppose the vaccine registry and forced mandates, the Governor and press have attempted to marginalize opposition as a small minority of radical right-wing anti-vax fringe. This, despite the fact that the thousands opposing forced vaccination, Emergency Use Authorization (EUA) vaccine mandates, vaccine tracking, digital registries, and national databases, etc. are not uneducated right-wing fanatics but include conservatives and liberals; doctors, nurses, professors, attorneys, soldiers, and blue-collar workers. All these groups were represented at this Executive Council meeting and, as one may expect, the variety of people brought together by a common cause will be diverse and possibly conflict in other regards. Some may approach the issue with calm reason and others with impassioned vitriol.
One protestor at the meeting was clearly agitated and made heated remarks to DHHS officials, “We know where you live”, reminding them that they live among us and are not immune to accountability to the public or backlash against their actions. The behavior of this one protestor may seem inappropriate at this juncture, however, we fully stand with him in his belief that government should be “by the people and for the people” and that our government officials are constrained by the Constitution and accountable to the Citizens. No one is immune and they all do definitely “live among us!”
