The actual bill creates a new crime, but one could be guilty of the crime by doing things other than ‘assaulting’ a person who is “conveying public health or safety guidance or requirements”.

EYEBROW RAISE... The CDC has updated their guidelines, since I published my prior video. Here are the new guidelines, which actually align with ADA exemption, and which state:
"The following categories of people are exempt from the requirement to wear a mask:
A person with a disability who cannot wear a mask, or cannot safely wear a mask, for reasons related to the disability;"
They actually use the word "exempt", which is stronger and clearer than their prior terminology of "should not wear".
