This issue of course has two main popular views (global or local sighting) both of which are adopted by major 'ulamā of the past and present.

What one should do is look at what the 'ulamā on both sides stated and what they brought as dalīl and then one should adopt whichever of the two he thinks agrees with Qurān and Sunnah, without getting into excessive disputes. waAllahu A'lam.
