Store backup info in the database for faster loading

* Backup information are always loaded from the database
* Backup metadata are read from the disk only when a new backup is made or an
old backup is deleted or explicitly specified
* Backup metadata are always loaded from a background thread. Except in the
1-click ops page, the loading process is fully transparent.
