Backup Fix analyzing apps in mult-user environment

If an app is not installed for the current user but installed for another,
App Manager erroneously displayed a “No backups.” message. The expected
behaviour is that it would display an option to take backups.

Refactor Display “restart device” if required

For batch operations and profiles, if the operation requires a reboot, App
Manager will issue a notification with a “Restart device” button which, if
pressed, will perform a normal reboot.
