Psalms 93:2 KJV
Thy throne is established(H3559) of old: thou art from everlasting.
"established" = "to be erect, set up" as per H3559
To set up something you need a foundation first.
Psalms 89:14 KJV
Justice and judgment are the habitation(H4349) of thy throne: mercy and truth shall go before thy face.
"habitation" = foundation as per H4349
The throne is set up on the foundation of justice and judgment.
Where is this throne located?
Exodus 25:22 KJV
And there I will meet with thee, and I will commune with thee from above the mercy seat, from between the two cherubims which are upon the ark of the testimony, of all things which I will give thee in commandment unto the children of Israel.
Ezekiel 10:1,4 KJV
Then I looked, and, behold, in the firmament that was above the head of the cherubims there appeared over them as it were a sapphire stone, as the appearance of the likeness of a throne. [...] 4 Then the glory of the LORD went up from the cherub [...]
Since the throne is between the cherubs upon the ark of the testimony, what is found under the throne of God?

And thou shalt put the mercy seat above upon the ark; and in the ark thou shalt put the testimony that I shall give thee.
On what was this testimony written?
Exodus 31:18 KJV
And he gave unto Moses, when he had made an end of communing with him upon mount Sinai, two tables of testimony, tables of stone, written with the finger of God.
And what was "the testimony"?
Deuteronomy 4:13 KJV
And he declared unto you his covenant, which he commanded you to perform, even ten commandments; and he wrote them upon two tables of stone.
Therefore "justice and judgment" which are the foundation of the throne of God are the 10 commandments. This means that they ARE eternal and cannot be abolished for otherwise the throne of God would not exist, because it would have NO foundation to be erected on in the first place!
