Required intervention, de-escalation, banning choke holds and any other use of force proven to be over utilized. Required reporting, and required to keep their body cams on or else face a fine or put on suspension. If they have to use escalated force they need to learn how to back off at the soonest possible point."

It's ridiculous how much of their training is in how to shoot and how to use force, but not when and how NOT to use it.
