One thing to remember, and this is very hard for most, is that when you see death and men shooting each other and tanks and bombs, etc. The war is already decided long before. The fighting is the results of the war to establish the effects of the hidden agreements.

So imagine, just like going out to eat with your wife. All the stuff leading up to the actual eating out at what restaurant and what time and all the particulars is decided long before the fork is in your hand, war is much much like this at this point in history. All war is calculated and decided long before a single boot is laced or bomb is dropped.
