This is against federal law and I'm sure will be shot down but that's just another tactic from the DemonRat party. They want the indoctrinated to believe they "have their back" when, in fact, they are plunging a knife in their back. Violates several laws. Totally unconstitutional. First one to sue wins. Can not discriminate funding based on race, ethnicity, gender, age or disability in any direction. Discriminating against white males is still discrimination.
