Remember Boris can refuse Royal Assent through his (reserve powers) which is needed to pass this bill into law, only the monarchy has the power to pass a bill into an act of parliament(law), considering the Queen granted the prorogue I'm not altogether sure she would pass this bill at such a turbulent time in politics. Taking the power from the elected government and handing it over to representatives that no longer represent the will of the people puts the entire constitution into disrepute.
