The capacitor tests fine, 1uF at 100V can have an ESR of up to 8 Ohm, the legs however look pretty corroded. My first assumption was that electrolyte leaked out and turned the epoxy conductive. That should show in the remaining capacitance and loss however. Maybe the epoxy became conductive enough on its own. There is epoxy that can get corrosive with time. Would explain the legs. Maybe even slightly conductive?
I'll still replace the cap. Only got .47 and 2.2 with at least 100V rating. Don't think it's critical, I'll take the 2.2

The CRT board is a third party daughter board. Computron 115DMX. Those bastards filed off the label of the controller IC
