The New Scramble for Africa: Geostrategic competition challenges for France.

Africa in the 21st century has come to international attention for corporate investment in the largest potential consumer class in the modern age. However, western involvement is facing increasing pressure from multiple eastern spheres wedging themselves across Africa. Namely Turkey, China and Russia.

"China's foreign direct investment stock has skyrocketed all over the region, for example growing by more than 400 percent between 2009 and 2019 in Niger and by almost 750 percent in Chad. Even in Mali, where the conflict between militants and security forces is particularly violent, China is involved in commercial projects and infrastructure development," said Lina Benabdallah, an expert on China-Africa relations at Wake Forest University. 

"From 2010 to 2016, Ankara opened 26 embassies in Africa and Turkey's outsized presence in Libya now serves as platform from which Ankara can promote its ongoing effort to expand Turkey's economic and political footprint across Africa", said Professor Michaël Tanchum who teaches international relations and political economy of the Middle East and North Africa at Universidad de Navarra, Spain. He is also senior fellow at the Austrian Institute for European and Security Policy (AIES).

"Russia is looking to expand its influence as well as it has in other parts of francophone Africa, such as the Central African Republic. In Mali, public opinion increasingly looks at Moscow as a potential security partner if France was to take a real step back", said Mady Ibrahim Kanté, a researcher at the University of Legal and Political Sciences in Bamako.

While France's Operation Barkhane was concluded out of necessity, France's position has not improved. It is impossible for France to hold Africa without breaking international regulations. Human rights and humanitarianism are penalties that tie their hands. China and Russia can hold Africa while Turkey and bureaucracy loosens France's grip. Turkey continues to contest French influence after a series of proxy wars in Syria, Libya and Nagorno-Karabakh. Turkey can flex their muscles. They can work with radical elements in local populations. While Macron can only bluff, Turkey does not need to bluff. Their hands are not tied and instead they hold a sword.

The narrative evolved into eliminating terrorism so that freedom & democracy would take hold and establish liberal-democratic nations. This failed. 

Today, the region lies in ruin. The terrorists were bought or sold to other spheres cooperating with Israel. The big winner in the Middle East is Israel and they have the victory they wanted. Most of the region has good relations with Israel. Their enemies are destitute and conflict weary. Iran is often framed as the end goal and the means to an end. Many countries other than Iran were taken out. Iran simply existing helps justify military & defense spending. Taking out Iran directly was likely never in their interests. Otherwise they wouldn't have milked it for forty years. Resistance kept at death's edge is easier to maintain than new forms springing up unexpectedly.

The next phase is rebirth. Americans were used to knock down the board. Israel set the pieces back up. Americans are no longer useful. Saudi Arabia, Turkey, Egypt, Pakistan, Russia and China are strong players that can effectively police the region for Israel. America returns home as it has been expended and fractured. Still looking for those terrorists, they eat everything from the noise and shadows of those they initially pledged to protect from terrorism. Seattle – A 28-year-old Bellingham, Washington woman was convicted today in U.S. District Court in Seattle of violence against a railroad carrier, announced Acting U.S. Attorney Tessa M. Gorman.  Ellen Brennan Reiche, was one of two people arrested on the BNSF Railway tracks near Bellingham, near midnight on November 28, 2020.  Reiche was convicted of placing a ‘shunt’ – a device that interferes with train signals – on the tracks.

On ten occasions, shunts were placed in areas that disrupt the crossing guards where the tracks cross streets, so vehicles could have tried to cross the tracks unaware of the oncoming train.  On the night of October 11, 2020, multiple shunts were placed in three different locations in Whatcom and Skagit Counties.  The shunts triggered an automatic braking system on a train that was transporting hazardous and combustible material.  The emergency braking then caused a portion of the train to decouple from the engine.  Decoupling has the potential to cause a derailment—in this case—of tanker cars of flammable gas in a residential area.

Ministers granted border exemptions to attend urgent meeting in Canberra

Several federal cabinet ministers were called to a top-secret meeting in Canberra on Wednesday ahead of a major international development expected out of the United States on Thursday morning.

Sources familiar with the development said some members of cabinet were granted border exemptions to urgently fly to Canberra for the hastily arranged meeting, which sources say will have international significance.

Defence Minister Peter Dutton and Foreign Minister Marise Payne, who are in Washington for a series of meetings over the next two days, were said to have joined the meeting via a secure connection.

Opposition Leader Anthony Albanese and three other senior members of his frontbench were also given the rare opportunity to be briefed on the highly sensitive matter.

Several Coalition MPs told this masthead they had been ordered at short-notice to dial into a rare conference call for 9.30am on Thursday, but none were aware of the reason for the briefing.

Australian and foreign diplomats will also be briefed on the development on Thursday.

The announcement, also significant to the United States and British governments, will be made at 7am Australian time.
