🇩🇪 Germany freezes new spending as budget crisis deepens
Germany’s finance ministry has imposed a spending freeze on all federal ministries, deepening a budget crisis that has rocked the ruling coalition since a bombshell ruling by the country's top court last week.
The finance ministry decision, which halts most new spending authorizations, followed a ruling by the constitutional court last week that blew a €60 billion hole in the government's coffers.
The government is now bracing for the potential of far wider financial implications stemming from the ruling that may limit its ability to draw money from a variety of special funds that have been established to circumvent the country's debt brake, which restricts the federal deficit to 0.35 percent of GDP, except in times of emergency.

🇩🇪 The accounting error that could kill Germany’s coalition
BERLIN — When Germany’s Social Democrats formed a three-way coalition with the Greens and the conservative Free Democrats in 2021, they sold the unconventional alliance as a progressive ménage à trois that would transform German politics.
Two years later, it looks more like a clusterfuck.
The government’s disarray was on full display after Germany’s highest court ruled Wednesday that the centerpiece of the alliance’s environmental strategy — a plan to repurpose €60 billion left over from an emergency COVID-19 fund to finance the coalition’s climate agenda — was unconstitutional.
The decision blew a massive hole through the middle of the coalition’s signature legislative agenda, in particular a plan to remake the German economy root and branch by weaning it off of fossil fuels. If the parties fail to find a new way to finance those plans, the coalition itself could quickly collapse, some analysts warn.

🇩🇪🇪🇺📝 Following the 2009-2012 Eurozone Crisis, the Treaty on Stability, Coordination and Governance in the Economic and Monetary Union was signed by the member-states of the European Union aiming to correct the bad habits which led to the crisis in the first place, crisis caused by the large amounts of debt collected by some European countries.
This meant that an emphasis on efficiency was placed on the governments of the states composing the EU to not overspend, creating the term "balanced budget" meaning a budget who's deficit does not exceed the 3% of the GDP threshold and measures to payback the debt accumulated by the countries who have a debt to GDP ratio bigger than 60%. (debt brake rule)
Germany who had a tradition of responsible economic planning and balanced budgets took stricter measures, like implementing the "golden rule": “revenue obtained by borrowing shall not exceed the total of investment expenditures provided for in the budget” subject to strict exceptions. In addition, Germany introduced a debt brake preventing halting more borrowing if the loans account for more than 0.35% of the GDP (general rule for Berlin and the governments in the federal states). Only during times of natural disasters and exceptional emergencies, like the COVID-19 pandemic, allow for the golden rule and the debt brake to be broken.
The pandemic allowed the German government to create a number of "shadow" budgets besides the one approved by the Bundestag allowing Berlin to spend more in order to deal with the effects of the pandemic, still had large amounts of unused funds by the time the pandemic was officially over, and Chancellor, Olaf Scholz, planned to use them to fund Germany's green transition. These funds were exempt from the fiscal discipline of Germany's regular budget and, as the pandemic was over, the German constitutional Court decided these budgets, the climate fund (formed with money remaining from the COVID-19 era) with 57.6 billion EURs and the "special fund" for the German military worth 100 billion EURs, were unconstitutional and had to go, derailing the plans for Germany's transition from fossil fuels and the rearmament plans of the German Army.

Christianity reversed Roman dysgenics and began a cognitive evolution
Frost (2023)
Researchers studied genetic data from individuals spanning the Neolithic era to medieval times in central Italy. They found that cognitive ability increased during the Roman Republic, declined in the Imperial era, and rose again during Late Antiquity. The decline during the Imperial era was attributed to a decrease in fertility among the upper classes, increased female hypergamy, and a growing slave population. The Pax Romana, a period of social pacification, also led to genetic pacification, making people less aggressive and submissive.
However, Christianity restarted cognitive evolution by promoting monogamous marriages, ensuring stable family structures, and fostering peace and stability. These factors allowed individuals to focus on intellectual pursuits and innovation, leading to the advancement of society.

🇺🇦🇷🇺 Pentagon chief in Kyiv amid questions over future US arms supplies
The Biden administration is working with Congress to try and thrash out a broader funding deal that would include additional support for Ukraine.
However, weapons supplies are under additional pressure from the war in the Middle East.
Just ahead of Austin’s trip, a Ukrainian official told ABC News that U.S. deliveries of NATO-standard artillery shells to Ukraine have fallen "by more than 30%" since Israel’s war against Hamas in Gaza began last month.
