Plans to help households across England use water more efficiently, part of an ambitious agenda to build back greener from the pandemic, have been announced by the Environment Secretary.
The proposals – announced in response to a public consultation on personal water usage – will balance the growing demand on national supplies with the ambitions in the our 25 Year Environment Plan to achieve clean and plentiful water. They are also key to the Government’s 2050 net zero target by reducing energy consumption in homes as heating water accounts for approximately 17% of an average household’s energy use.
As water supplies come under increasing pressure from climate change and population growth, these new commitments will also protect supplies for the future.
The proposals include:
Introducing mandatory water efficiency labels for products such as dishwashers and showers will help people to make informed choices about how they can save water without having to make significant changes to their daily lives. This would be similar to the traffic light energy efficiency labels that already exist;
Asking water companies to develop a consistent approach on fixing customer supply pipe leakage. Over the last 10 years around 25% of total leakage has been from customer supply pipes;
Encouraging local authorities to adopt a tighter standard of 110 litres per person per day, compared with the current standard of 125 litres, for new homes where appropriate, requiring developers to install more efficient fixtures and fittings;
Developing a roadmap towards greater water efficiency in new developments and through retrofits – including options such as rainwater harvesting; water re-use and storage options.

Measures set out to encourage water efficient products and introduce more consistent approach to leakage; seven new areas designated in serious water stress
The adoption of the machine gun is an apt analogy for the integration of small unmanned aerial systems in the U.S. Marine Corps and the U.S. military. As with the adoption of the machine gun, failure of vision, traditionalism, and bureaucratic resistance are leading to insufficient numbers and delayed force modernization. Despite observing small drones proliferate globally and their growing use on modern battlefields, the U.S. military has still not equipped its infantry with adequate numbers or pushed ownership of these systems low enough to have an impact.
The U.S. military risks repeating history unless bureaucratic impediments are removed and the right organizations are empowered to make significant changes regarding the acquisition and distribution of small drones for infantry units — drones need to be proliferated, decentralized, and familiar to the units employing them. To do this, it must be made easier for infantry units to acquire and train with them. Failure to do so leaves the U.S. military unprepared for the modern battlefield.
A different tug-of-war is occurring today. In a time of constrained budgets, traditionalists question the disruptiveness or effectiveness of small drones on the battlefield and contend that resources are still best applied to traditional levers of military power and defense. They argue that small drones are solutions for weak states or the stateless that cannot field their own air force. The result is a U.S. military incrementally fielding small systems while pouring resources into grander projects like long-range weapons and air defense systems, yet falling victim to weapons it has not pursued. However, traditionalist bureaucratic impediments are mainly inadvertent due to the adherence to legacy constructs. Control and reporting requirements for small drones are typically modeled after manned aircraft, leading to incongruencies and friction in operations.
Simply, small drone experience and understanding are not widespread because drones are not accessible at lower levels of the force. Too few drones exist and are controlled at too high of a level. The result is a force where too few Marines and soldiers understand the threat or capabilities of small drones and cannot train with or against them. In this environment, advocacy in acquisition halls is constrained, if not silenced, and alarm at infantry unpreparedness is smothered with majority ignorance. The military needs many more small drones in its units so that Marines and soldiers can test, experiment, and train with them at speed and scale. This experimentation is especially critical because it leads to the development of drone variants, counter-drone defenses, and tactics. The problem: It is not happening.

When eleven thousand troops stormed Venezuela’s Tocorón prison in September, they didn’t find a lock-up but more like a corporate headquarters and theme park for the mafia known as “El Tren de Aragua.” The gangsters had built a swimming pool, kids play-area, food court, baseball field, bar, disco, betting shop and even a zoo while hundreds of their wives, children and girlfriends would stay in with them. It was scandalous even by the standards of Latin America’s gang-controlled prisons. The inmates also enjoyed a mountain of 16,000 grams of cocaine and a war-worthy arsenal of rifles, grenades and rocket launchers.
Missing, however, was El Tren’s boss Héctor Guerrero, known as “El Niño Guerrero” (Warrior Boy) along with hundreds of gang members. The Venezuelan government released a video of a network of tunnels, which supposedly stretched a stunning five kilometers and led to a dock with canoes by a lake. But there were accusations the government had made a pact with El Tren to let soldiers and police take the prison without bloodshed and the gangsters escape - which President Nicolás Maduro fervently denied.
Either way, the Tocorón scandal shows El Tren is no lowly street gang but a powerful organized crime syndicate, which emerged in Venezuela and spread across the continent. The South American nation boasts the world’s largest proven oil reserves yet has suffered widespread malnutrition under Maduro’s Socialist Party government provoking an exodus of more than 7 million people in the last decade. El Tren has capitalized on the catastrophe, establishing bases among Venezuelan refugees in neighboring countries. And this year, the gangsters set off alarm bells in the United States.
In January, a video went viral of a group of Venezuelan men beating police officers in Times Square, New York. Two of the suspects - Kelvin Servita Arocha, 19, and Wilson Juarez Aguilarte, 21 - are Tren members according to Immigrations and Customs Enforcement. Another alleged Tren member is a suspect in a murder and kidnapping in Doral, Florida (nicknamed “Doralzuela” for the large Venezuelan community) and another in selling drugs in Chicago. The New York Police Department and federal agencies have put out alerts identifying El Tren’s tattoos and slang.
Historically, gangs such as the MS-13 and Latin Kings were founded on U.S. corners and spread south through deportations, wreaking havoc in countries like El Salvador. El Tren is throwing this on its head, founded in South America and coming north over the Rio Grande. Their arrival strikes a note in the polarized debate over “The Border,” with agents encountering a record 2.5 million migrants and asylum seekers crossing last year and Venezuelans among the top groups.

Qualifying homebuyers repay the loans when selling or transferring the property plus 20 percent of any appreciation in its value. Applicants who earn less than their county’s area median income get a slight break, having to pay 15 percent of the appreciation. If a home doesn’t appreciate in value, only the principal will be paid back, meaning the loan is technically interest-free.
The proposed bill seeks to amend Section 51523 of the California Health and Safety Code to include a subsection that reads: “An applicant under the program shall not be disqualified solely based on the applicant’s immigration status.”
Unfettered immigration subdues unemployment & wage inflation and gives legitimacy to massive welfare projects and the profligate deficit spending that helps asset prices.

Mechanical issues sidelined a US Army small, prototype logistics watercraft from participating in this year’s Project Convergence Capstone 4 event, but two Marine Corps vessels were on hand. And even though the ships in question weren’t wearing Army green, that doesn’t mean America’s largest military service can’t take advantage to work out future requirements and operating concepts.
During this year’s Army capstone event, the service used its stint in Southern California, in part, to examine ways to better prepare for joint force logistic needs in a region consisting of islands and water.
“In a larger-scale combat operation like [the] Indo-Pacific, we’ll have [watercraft to] first project equipment and troops into island chains, for example, but also resupply. That joint resupply could be a Navy vessel, Army vessel, Marine Corps vessel,” Army Col. Shane Upton, the director of the Contested Logistics Cross Functional Team, told Breaking Defense during a Feb. 28 interview.
While it had been planning to test out its first Maneuver Support Vessel-Light (MDV-L) prototype, a vessel produced by Vigor Works and accepted by the Army on Feb. 5, all did not go as planned. While it was enroute to Camp Pendleton, the MSV-L “experienced mechanical issues” and returned to a location near the company for “evaluation,” according to Zina Kozak-Zachary, the project manager for transportation systems within the Program Executive Office Combat Support & Combat Service Support.

President Biden will announce in his "State of the Union" speech on Thursday that he ordered the U.S. military to conduct an "emergency mission" to open up a maritime route for humanitarian assistance to Gaza.
The plan to establish a temporary port in Gaza is the most significant U.S. humanitarian initiative since the Israel-Hamas war began and shows the sense of urgency inside the White House over the humanitarian crisis in Gaza.
U.S. officials told reporters the temporary port will allow hundreds of trucks of aid to enter Gaza every day, though it will be at least a few weeks before it's operational.
Aid will arrive at the temporary port via Cyprus, U.S. officials said in a briefing with reporters ahead of the State of the Union.
The U.S. military will establish a temporary pier in the sea off the Gaza coast with a causeway that will allow trucks to bring aid to shore. National Security Council chief of staff Curtis Ried will head up the effort from the U.S. side.
U.S. soldiers will take part in the construction, but from U.S. Navy vessels offshore. "The current plan doesn't include any U.S. boots on the ground in Gaza," a senior U.S. official said.
Ian Ellis: U.S. officials told CBS that there are plans for the pier to be installed by an army unit called the 7th Transportation Brigade, based at Fort Story, Virginia.
“The brigade is designed for rapid deployment, but the military ships have not yet left the U.S., the officials said.”

“The deteriorating relationship between Israel and its one-and-only most important ally, the United States, and how the Jewish people will react to this explosion of antisemitism at the end of the day,” Foxman told The Times of Israel.
“We’re fine now, but what happens if it continues? How will it end, and how will we survive?” he wondered on the eve of the centerpiece events of the ADL’s “Never is Now” conference in New York this week.
“After 50 years of dealing with this subject, the answer is no, I’m not surprised — because those of us dealing with the subject professionally understood a long time ago that antisemitism is a disease without an antidote and without a vaccine. We reported on it, we monitored it, we recorded it… we knew that it was there, that it was deep, and that it was serious.
“The organized Jewish community developed a containment strategy — if we can’t eliminate antisemitism, at least let’s contain it,” Foxman said. “Keep it in the sewers with the cover on. [This means] using every means available: media, coalitions, memory of the Shoah, the truth, threats of litigation.”
This “containment” strategy, Foxman contends, fell apart because of two major factors: the internet and an endorsement of the end of civility in American discourse. Foxman called the internet “probably the most significant instrument that has given legitimacy to antisemitism — it’s given it a superhighway, and a level of anonymity more than we ever could have imagined.”
When it comes to civility in America, Foxman isn’t afraid to use the “T” word — “Trump.”
“The lack of civility in America came as a result of Trumpism — Trump legitimized it,” Foxman said. “Once he broke all the taboos of what’s acceptable and what’s not, we [the Jews] were the first to go.”
“I’m shocked by the intensity of the hate,” Foxman said. “We studied it, we knew it was coming from left and right, but what surprised me was the intensity of the hate and the intensity of the silence. I’m shocked that you cannot find 10 organizations that we, the Jewish community, have stood within the last 50 years who stood up clearly with us in this moment.”
“I’d hear of a Jewish person donating $20 billion to a university and ask them, ‘What condition did you put on it?’ and they’d say, ‘None,’” Foxman said. “’You didn’t ask for Jewish studies, Holocaust studies, Israel studies?’ ‘No.’ So that’s our failure, but we should understand that this is a result of 20, 30, 40 years of investment by the Arabs.”
Foxman attributes current antisemitism on campus to “a failure of administrative guts” on the part of university administrations.
“I think we need to come together and build a new containment strategy,” Foxman said. “I’m not sure I know what it is, because many of the elements that worked for us before no longer exist. The most important of those is truth — antisemitism is the big lie, and you answer the big lie with the truth. But Trumpism destroyed truth.”
Foxman added that the disintegration of the media and civility also stripped those who would combat antisemitism of two important previous avenues of redress.
“Coalitions are gone because we’re tribalistic. Civility is gone,” he said. “To build a new strategy will take an awful lot of creativity and putting back some of the things that we’ve lost.”

Johnson was just out after serving a 25 year jail sentence.
He explained how unfair it was that he was sent to prison for as long as he was, and Joe Rogan agreed that Johnson's story reflects a huge problem of racism in the justice system.
Today, Johnson was arrested after police found a severed head and limbless torso in his apartment. The victim's neighbours reported hearing "Please don’t. I have a family!" before hearing two gunshots.
The police found the victims decapitated head in Johnson's freezer and the limbless torso in a blue bin in his apartment.
Maybe the problem here isn't systemic racism.
