It is the only communist nation in the Americas, was the first in the western hemisphere to recognise the People’s Republic of China and is described by Beijing as “good brother, good comrade, good friend”.
The island’s economic collapse has hurt commercial ties with China just as Beijing’s strategic rivalry intensifies with the Caribbean island’s arch-enemy, the US.
Chinese trade with Latin America has grown more than tenfold over the past two decades and continues to surge: China has become the second-largest trading partner for the region, after the US. But the import of Chinese goods to Cuba fell from $1.7bn in 2017 to $1.1bn in 2022, the last year for which Cuban data is available.
Chinese companies involved with state-backed deals were owed large sums by the Cuban state, said people briefed on the debts. “All of the big state companies like Huawei and Yutong are owed hundreds of millions of dollars each,” said an overseas businessperson who trades with the island.
Scant raw materials and an unproductive economy leave the island with little to export to China, while imports have diminished in recent years as hardened US sanctions severely aggravated Havana’s chronic late-payment problems and dried-up credit lines.
Chinese officials have sought to fix relations between Beijing and Havana. They have repeatedly advised the Cuban leadership to abandon communism in favour of the Chinese model but have been rejected by Havana, leaving the Chinese "perplexed and frustrated" at the unwillingness to decisively implement a market-oriented reform programme despite the glaring dysfunction of the status quo.

The European Commission, the bloc’s executive arm, can now proceed with implementing the duties, which would last for five years. Ten member states voted in favor of the measure, while Germany and four others voted against and 12 abstained, according to people familiar with the results.
The decision by the EU comes after an investigation found that China unfairly subsidized its industry. Beijing denies that claim and has threatened its own tariffs on European dairy, brandy, pork and automobile sectors.
The bloc is actively trying to reduce its dependencies on China, with former European Central Bank President Mario Draghi warning last month that “China’s state-sponsored competition” was a threat to the EU that could leave it vulnerable to coercion. The EU, which did €739 billion ($815 billion) in trade with China last year, was split on whether to move forward with the duties.
China’s commerce ministry acknowledged the EU’s political will to continue negotiations while warning that the tariffs will “shake and hinder” the confidence of Chinese companies investing in Europe.
Europe’s car industry has been reeling from slowing demand and stiff competition in the world’s biggest automotive market of China, where local brands now dominate on electric vehicles. Volkswagen AG has caused consternation in Germany by considering shuttering factories there for the first time to cut costs.
The share of electric cars sold in the EU that were made in China climbed from around 3% to more than 20% in the past three years. Chinese brands accounted for around 8% of that market share, as international companies that export from China including Tesla Inc. taking up the rest.
A spokesperson for Volkswagen said in a statement Friday that tariffs were the “wrong approach” and wouldn’t improve European competitiveness.
“We appeal to the EU Commission and the Chinese government to constructively continue the ongoing negotiations for a political solution,” according to the statement. “The common goal must be to prevent any countervailing duties and thus a trade conflict.”

The EU's duties on Chinese-made electric cars will speed up plant closures in Europe by local automakers, as tariffs will push Chinese manufacturers to build facilities in Europe, adding to overcapacity problems said Carlos Tavares.
European governments, including Italy, are trying to attract Asian automakers as the companies step up their commercial presence in the region.
Manufacturing cars in Europe would allow them, under certain conditions, to avoid duties on EVs being introduced by the European Union.
Speaking to Italian media, Tavares mentioned the case of Chinese EV giant BYD which is building its first European assembly plant in Hungary.
"Chinese carmakers will not go to Germany or France or Italy to build their cars, because they would have cost disadvantages there, starting from energy costs," he said.

According to attorney Joshua Perry, who works for the Connecticut Attorney General’s office, this means hunting rifles are legal but not protected by the Constitution. He argues that the Constitution only guarantees citizens the right to guns commonly used in self-defense and that semi-automatic rifles used in hunting do not fall into that category.
Perry argued the state could restrict guns not commonly used for self-defense. Nathan asked if, by this logic, semi-automatic hunting rifles were protected. Perry said they are not.
“Connecticut restricts instrumentalities that are unusually dangerous, that are like M16 rifles, that have combat functional features, that allow users to hose down… a battlefield or tragically a school and cause a disproportionate number of casualties,” Perry said.
He referenced the bans of the M16. In 2008, the Supreme Court upheld a ban on the weapon in Columbia v. Heller.
Perry argues that the “plain text as historically understood” of the U.S. Constitution protects the right to self-defense, “not a right to possess any type of weapon for any sort of confrontation.”

Democrat Atlantic City mayor Mayor Marty Small Sr. and his wife, La'Quetta Small have been charged with physically harming their daughter on "multiple occasions" last winter, according to a new report from Philly Voice.
Atlantic County prosecutors accused Small of beating his 16-year-old daughter with a broomstick, slamming her down stairs, and punching her during family disputes in December and January. His wife is accused of punching their daughter, dragging her by the hair, hitting her with a belt, and striking her face.

Germany’s AfD party leadership is against sending weapons to Israel and calling for an end to the “one-sided partisanship” in support of the country
In a speech to the Bundestag, Alternative for Germany (AfD) leader Tino Chrupalla called for an end to arms exports to both Israel and Ukraine, and said that Germany needs to put a stop to its “one-sided partisanship” when it comes to Israel. The move has caused a sharp split within the AfD itself.
Chrupalla said that “exclusive expressions of solidarity” with Israel should end and that there should be no more “blanket Islamophobia.”
“With your arms deliveries to Israel, you accept the dehumanization of all civilian deaths on both sides. You are not contributing to de-escalation, but are constantly pouring oil on the fire,” he said. It is “time to critically and objectively engage with the Israeli government.”
Chrupalla stated that Israel has a right to self-defense, but that it should not be with German-made weapons.
When it comes to military support for Israel, the German public is even more opposed, with Infratest Dimap finding that 68 percent of Germans were against sending weapons to Israel, while only 19 percent support such weapons. Within the AfD, this figure is rock bottom, with only 12 percent supporting weapons for AfD and 80 percent opposed.

Non-profit organisations dedicated to charitable activities in France illegally make tax-free calls for donations to finance military equipment for Israeli soldiers, a French media outlet revealed earlier this week.
In France, donations to non-profit organisations "of general interest" are tax-deductible up to 66 percent. This means that a donation of 100 euros allows the donor to reduce his taxes by 66 euros, thus paying only 34 euros.
This fiscal mechanism aims to encourage philanthropy for humanitarian, social or cultural causes. However, some organisations seem to be abusing it.
Le Media focused its investigation on Tipat Mazal, an organisation created in 2020 near Paris to work "voluntarily for the elderly, orphans and single women with children" in the region.
However, for several months, Tipat Mazal has directed donations it receives towards the purchase of military equipment for Israeli soldiers, according to Le Media.
This includes helmets, tactical vests and dozens of latest-generation thermal drones used for field reconnaissance and currently being deployed in southern Lebanon.
Tipat Mazal advertises its fundraising, whose objectives are unclearly termed, on its social media platforms and a Telegram channel totalling more than 49,000 subscribers. Presented as a news group on Israel's security, the channel is fed by announcements meant to help Israeli businesses and army.
According to Le Media, 50 drones worth 7,000 euros each were supplied to Israeli soldiers for a total of 350,000 euros. By applying the 66 percent tax exemption, French taxpayers thus contribute 231,000 euros, according to the outlet.

He says part of the reason so many Indians come to the U.S. through Canada first is because of the northern neighbor’s favorable immigration policies. For instance, until recently, migrants in Canada who were on a visitor's visa could apply for a temporary work permit there.
“We have a significant swathe of Indians who end up broadly speaking in the services and hospitality industries, especially in larger cities like New York and Chicago where there’s an ability to disappear into the immigrant workforce,” Bose says.
He added migrants believe the U.S. has more to offer than Canada, like lower taxes and higher wages.
“It’s not lost on most migrants that the U.S. dollar is 25% stronger than the Canadian,” Bose says.
People from all over the world use the northern border
Migrants can face freezing winter temperatures. They can also be denied asylum quicker, on the spot, as part of an agreement between the U.S. and Canada.

City of Buenos Aires, October 21, 2024.- The Office of the President informs that, within the framework of the reduction of the State and the elimination of inefficient structures, it will proceed to dissolve the Federal Administration of Public Revenues (AFIP).
The Agency for Collection and Customs Control (ARCA) will be created, an organization with a simpler, more efficient, less costly and less bureaucratic structure. This measure will reduce the number of senior authorities by 45% and the lower levels by 31%, which represents an elimination of 34% of the current structure, generating an annual saving of 6.4 billion pesos.
Likewise, 3,155 agents who entered the AFIP irregularly during the last Kirchner government will be dismissed, which is equivalent to 15% of the current staff. This step is essential to dismantle the unnecessary bureaucracy that has hindered the economic and commercial freedom of Argentines.
On the other hand, as the start of the management of the new ARCA, the Hierarchy Account for senior officials will be eliminated, reducing the salary of the head of the entity, from approximately 32 million to the amount currently received by a Minister of the Nation, around 4 million. The same will occur with the salaries of the Directors of the General Tax Directorate (DGI) and the General Customs Directorate (DGA), who currently receive 17 million and will receive a salary comparable to that of a Secretary of the Nation.
The creation of ARCA has as its objective the reduction of the State, the elimination of unnecessary positions, the professionalization of the entity, the destruction of corrupt circuits, and the improvement in the efficiency of collection and customs control, eliminating the privileges of the past and optimizing public management.
The ARCA management will be in charge of Florencia Misrahi, who will lead this process together with Andrés Gerardo Vázquez, who will assume the position of head of the DGI, and José Andrés Velis, the new head of the DGA. Vázquez, a graduate in Business Administration and a Public Accountant, has more than 30 years of experience in the General Tax Directorate. For his part, Velis has extensive experience in the General Customs Directorate and has been responsible for the development of key computer systems such as the Malvina system.
