VA-7, Prince William Co. - race decided by 4% late in favor of Dem.
Poll chief observes machine problems, does hand count of ballots. Machine count reveals 531 ballots, but hand count reveals just 504.
22 extra for Dem, 3 extra for Rep; 2 write in.
