Eisenhower's warning reflected his concerns about the close relationship between the military, the defense industry, and the government. In the lead-up to the Paris summit in 1960, Eisenhower instructed the military to halt U-2 flights over the Soviet Union in order to avoid provoking a Soviet response that could disrupt the summit.
