Prior to that it was too chaotic to publish.

It has already been announced in the NHS that you will be refused treatment if you are racist.

So, saying “I can't understand your accent” , to a foreigner, Nurse or Doctor, will be now deemed racist - the NHS will then not treat patients who say they cannot, or find it difficult to understand an immigrant member of staff, of which there are significant number and increasing daily.
