So, because it’s not a positive law, they can claim that they cannot be charged under it - that’s how they get away with murder. BUT THEY WILL CHARGE YOU UNDER TITLE 18 AND PUT YOU IN PRISON.
That’s why the only way to get these demons is under UCMJ - the United Code of Military Justice, or as they call it “the military is the only way”.
