Cities, towns and other governments have long entered into sister-city agreements meant to foster economic and cultural exchanges. But Indiana lawmakers this year slipped a new prohibition blocking locals from joining cooperative agreements with communities in six “foreign adversary” countries into a bill that originally dealt with property taxes.

Governor Holcomb signs bill limiting power of Indiana's public records expert
Gov. Eric Holcomb signed the final bill of the 2024 session into law on Monday that limits the powers of his own appointed expert on the state’s public records and open meeting laws.
The majority of House Enrolled Act 1338, carried by Rep. J.D. Prescott, R-Union City, focuses on disruptive conduct at public meetings. But toward the end of the legislative session, Sen. Aaron Freeman, R-Indianapolis, tacked on an amendment requiring the public access counselor to only interpret the exact text of state laws or applicable court cases when issuing advisory opinions.
The current public access counselor is Luke Britt, who is the longest-serving person to lead the office. The office of the public access counselor was formed by former Gov. Frank O'Bannon through an executive order in 1998 and then codified by the General Assembly in 1999. Britt was originally appointed in 2013 by former Gov. Mike Pence and then reappointed to the role by Holcomb.
Britt declined to comment on the new law.
The attorney in this position is Luke Britt. I sent a public access request to the Evansville Vanderburgh School Corporation regarding the $85 Million ESSER funds released during the “Plandemic”. Mr Britt was NOT helpful and advised the only way to make EVSC comply with access to public record was to sue the School Corporation. Pat Shoulders, the EVSC attorney refused to provide access to the documents.
Interestingly the legislators with the support of Holcomb are further blocking access to public record. Britt’s position is “appointed” and is merely a gatekeeper to limit access to public record.

A new report shows Indiana has only 34 affordable and available rental units for every 100 extremely low-income households in the state. The report, The Gap: A Shortage of Affordable Homes, also shows that nearly 26 percent of renter households are extremely low-income.
So Senator Todd Young decides to virtue signal his concern on social media. He created the issue with knowingly supporting unbridled government spending. Look at his voting 🗳️ record. It’s all in tandem with the Indiana Economic Development Corporation for a land grab and bankrupting Hoosiers through exorbitant utility costs; it’s all by design.

Housing advocates and organizations gathered Thursday to discuss the report and call on the governor to come up with solutions.
Andrew Bradley is the policy director for Prosperity Indiana. He said the data provided in this report is contrary to the belief that Indiana is an affordable place to live.
“Indiana is failing to supply safe, healthy and affordable places for the most vulnerable Hoosiers to live,” he said.
Bradley said he is appreciative of the government’s efforts to help with these issues, but that more must be done. He said one example was a housing task force created in 2022 by the Indiana General Assembly.
“And while we thank them for allowing the Housing Hoosier Needs Coalition a seat at the table, that task force is not resulting in legislation to reduce the gap in affordable housing,” he said.
Prosperity Indiana’s executive director Aspen Clemons said the report also reveals that more than 70 percent of Hoosiers are severely cost-burdened by housing, meaning they spend more than half of their income on it.

Senator Todd Young, an Indiana Republican, authored and carried the CHIPS and Science Act, legislation passed in 2022 that puts $52 billion toward planting semiconductor research and manufacturing across the country.
And with the potential for semiconductor driving so much news around here – Purdue’s push to position itself as a leading university in semiconductor research; the Indiana Economic Development Commission’s chase of a $50 billion facility for the LEAP District in Lebanon; the blowback on a proposed water pipeline carrying tens of millions of gallons of groundwater from western Tippecanoe County to feed the industry, if it lands – chips.

The 50 Mile Ohio River recreation corridor from Mt Vernon to Newburgh is nothing more than a land grab for the international semi-conductor business to squander the Ohio River water supply.
The semiconductor industry consumes copious amounts of water, as much as 264 billion gallons per year, a resource likely to become more scarce in a changing climate. An individual fab can use tens of millions of gallons of water per day. To put this into perspective, average water usage in the U.S. is about 82 gallons (310 liters) per person per day, making 10 million gallons equivalent to the daily household water consumption of a small city (population 122,000). One needs only to glance at the headlines describing historic warming-driven drought conditions in numerous locations worldwide, including the US, Europe, and Asia, to understand the need to conserve.

Washington Supreme Court: Bar exam will no longer be required to become attorney in Washington State.
The court approved alternative ways to show competency and earn a law license after appointing a task force to examine the issue in 2020.
The Bar Licensure Task Force found that the traditional exam “disproportionally and unnecessarily blocks” marginalized groups from becoming practicing attorneys and is “at best minimally effective” for ensuring competency, according to a news release from the Washington Administrative Office of the Courts.
Washington is the second state to not require the bar exam, following Oregon, which implemented the change at the start of this year. Other states, including Minnesota, Nevada, South Dakota and Utah, are examining alternative pathways to licensure.
“These recommendations come from a diverse body of lawyers in private and public practice, academics, and researchers who contributed immense insight, counterpoints and research to get us where we are today,” Washington Supreme Court Justice Raquel Montoya-Lewis, who chaired the task force, said in a statement. “With these alternative pathways, we recognize that there are multiple ways to ensure a competent, licensed body of new attorneys who are so desperately needed around the state.”
There will be three experiential-learning alternatives to the bar exam, each for people following a different path of legal study. The specifics, scale and implementation plan for the pathways have yet to be developed.
Law school graduates can complete a six-month apprenticeship while being supervised and guided by a qualified attorney, along with finishing three courses.
Law students can become practice-ready by completing 12 qualifying skills credits and 500 hours of work as a licensed legal intern. Upon completion of those requirements, they would submit a portfolio of that work to waive the bar exam.

Vietnam’s President Vo Van Thuong has resigned after just one year in the job, the ruling Communist Party announced Wednesday, as the country mounts a sweeping anti-graft purge.
