Attorney General Todd Rokita demands Kinsey Institute financial data from IU

On Wednesday, Indiana Attorney General Todd Rokita and Elise Nieshalla, state comptroller, sent a letter to Indiana University President Pamela Whitten and the IU Board of Trustees requesting proof of compliance concerning funding for the Kinsey Institute that was part of a state law passed last year.
House Enrolled Act 1001 prohibits state dollars be used to fund the Kinsey Institute. The law went into effect on July 1, 2023.
The Kinsey Institute , located on the IU Bloomington campus, studies human sexuality. Named for its founder, Alfred Kinsey, the institute has data on sexual behavior from more than 18,000 participants and is controversial, in part, because that includes responses from pedophiles.

With the new law in place, IU must maintain compliance with the Indiana State Board of Accounts .
“IU has engaged with the State Board of Accounts to address compliance with IC-21-20-6, using standard accounting practices in regard to budget reporting,” said IU spokesman Mark Bode on Thursday afternoon.

What Rokita and Nieshalla are requesting from IU
In a Thursday press release concerning the letter, Rokita said it's been more than a year since "IU assured the public and state officials that it would follow the law, yet we have seen no indication that any serious actions have been taken."
The release says the "2023 law cites more than a dozen potential funding loopholes which must now operate using zero taxpayer dollars." Nieshalla is quoted as saying, "With the absence of evidence per state law that tax dollars are no longer supporting the Kinsey Institute, we are calling for necessary financial information to prove adherence to state statute."

The letter requests that IU provide:
• confirmation by independent audit that no tax dollars have been used since July 1, 2023, in a manner prohibited by the state law,
• written explanation under attestation for "each and every instance" that IU is unable to confirm compliance of funds,
• a detailed and transparent accounting plan on how IU will stay in compliance in the future, and
• a detailed list of all funding sources for the Kinsey Institute since July 1, 2023.

What Indiana University has done in the past concerning the Kinsey Institute

In April 2023, IU issued a press release stating it would comply with the law.
In November 2023, the IU Board of Trustees tabled a vote that would have separated the institute from IU by creating a nonprofit.
In March 2024, the board declined to create a nonprofit to separate the Kinsey Institute from IU, keeping the institute on the Bloomington campus .
Which Kinsey Institute functions the law says cannot use state funds

The state law states Kinsey Institute cannot use state funds for:
• on campus facilities;
• equipment, furniture, furnishings or office supplies;
• land or property;
• utilities; advertising or promotional material;
• loans, grants, special accounts or research;
• facility maintenance;
• administrative costs, operational costs, rentals or mortgages;
• printing, duplicating or copying;
• publication of materials;
• restoration, maintenance or housing of research documents;
• exhibits or displays.

Public Health Preparedness District 10 Coordinator
The Public Health Preparedness District Coordinator serves as primary point of contact for Local Health Departments within their assigned District for issues relating to IDOH-Division of Emergency Preparedness, goals, and objectives. The Public Health District Coordinator serves at the direction of the Director of District and Local Readiness and respective IDOH DEP Regional Supervisor to their area.

The overarching responsibility of the Public Health Preparedness District Coordinator is to identify overall preparedness gaps and needs of local health departments within their District, communicate them to their respective Regional Supervisor and assist in directing the locals to information and other resources appropriate to address their needs. It is also the responsibility of the Public Health Preparedness District Coordinator to work closely with the Healthcare Coalition District (HCC) Coordinator to help facilitate coordination between local public health and healthcare partners on preparedness efforts that would require or benefit from collaboration between the two programs entities.
Essential Duties & Responsibilities:
• Communicate regularly with the Regional Supervisor to share the needs, challenges, and accomplishments of the health departments within the assigned District and to receive instructions and guidance.
• Participate in IDOH-Division of Emergency Preparedness conference calls and staff meetings as scheduled by the respective program Director and Regional Supervisors.
• Attend scheduled District Coalition meetings along with the HCC Coordinator assigned to the district as well as any additional health department related meetings or events as assigned by Regional Supervisor.
• Identify and communicate any planning, training, and exercise support needs or activities to Regional Supervisor.
• Provide guidance and answer questions to IDOH preparedness efforts or direct them to where they may obtain the requested guidance when necessary.
• Assist in tracking grant deliverable progress and completion during preparedness activities, data collection efforts, and inventory tracking as directed.
• Complete any reporting and/or tracking forms and documents as identified and requested by Regional Supervisor and/or Director.
• Assist in coordinating Medical Countermeasure (MCM) Operational Readiness Review(s) (ORR) in CRI jurisdictions as needed.
• Submit summary reports of coalition or district meeting, individual meetings summarized on the bi-weekly (unless specified otherwise) reporting template.

Indiana lawmakers passed a near-total abortion ban on Aug. 5, 2022, which Gov. Eric Holcomb signed into law quickly after. Two lawsuits temporarily halted the ban shortly after it took effect, until the Indiana Supreme Court ruled the ban did not violate the state’s constitution.
However, a last-ditch effort by Indiana abortion providers to halt the state’s near-total abortion ban is creating uncertainty about when that ban might take effect.

The law took effect on Aug 1, 2023.

But look what I found. A “bi-partisan” supplemental bill was drafted and presented in January 2024 to circumvent the “abortion bill” already in effect. The previously approved legislation was spearheaded by Indiana Republicans, signed by the Governor and upheld by the State Supreme Court as Constitutional.

But a Democrat Senator presented Legislation to circumvent the abortion legislative ban and added a Republican Senator to co-authored the bill on Jan 22. 2024.

The Legislation proposed was SB 208, presented in 2024, a few months after the abortion ban took place. Here’s the attempted language:

“Reestablishes the licensure of abortion clinics. Changes statutes concerning when an abortion may be performed. Removes the eight week limitation on the use of an abortion inducing drug. Allows, rather then requires, the revocation of a physician's license for the performance of an abortion in violation of the law.”

The Republican Senator agreeing to undermine the abortion ban is in direct violation of the Republican platform to support the sanctity of life. This is irrefutably a “Republican in bad Standing” and grounds for displinary action by the State Republican Party.

The hypocrisy of allowing a career politician to circumvent the will of their constituents is outrageous. This egregious act will be discussed in great detail on the next podcast “Republicansinbadstanding”. The episode will be uploaded to Colbertreport on Rumble.

The arrogance of a 40 year career RINO to inject personal “feelings” over the will of real Republican conservatives is unconscionable. Not one Republican voter in the 8th District supported this proposed legislation; this was the Senator’s personal choice to attempt to “water down” a Republican introduced law. The public must monitor the actions of their elected officials.

The proposed legislation was ineffective, thank God, but imagine a Republican Senator intentionally participating in legislation that violated the Republican Platform and attempted to undermine the sanctity of life.
