EVANSVILLE — The Vanderburgh County Commission this week voted unanimously to send a proposed budget to county council for a potential new, county-only, Area Plan Commission.
The APC is currently a joint department, split evenly between the city and county. The action to send a solo budget for review comes after the relationship between the APC and county commission has become acrimonious, including tension over leadership in the department.
The APC is the department that handles how land is used for the city, county and the town of Darmstadt. It has a 13-member board and meets once a month. During those meeting, they discuss zoning and subdivision requests in those areas.
It's also tasked with future land use planning, meaning it focuses on growth and development of the community.
In January, less than a month after Evansville Mayor Stephanie Terry took office, the county commission voted to send her a letter announcing their intent to find new leadership for the APC. The letter named director Ron London and the department's legal representation, attorney Dirck Stahl, as the two on the chopping block.
The letter was sent by then-Commision President Cheryl Musgrave, along with fellow commissioners Justin Elpers and Ben Shoulders. The makeup of the commission has shifted since then, with Musgrave stepping down from her leadership position, and Mike Goebel winning a Democratic caucus to fill Shoulders' seat following his resignation.

Indiana Gov. Holcomb talks Slovakia trip, Noel pardon
Any decision about whether or not to pardon former Clark County Sheriff and longtime Republican operative Jamey Noel of his crimes won’t come from the Holcomb administration, Gov. Eric Holcomb said Friday.
“I would just repeat what I’ve said — that never once did he utter one unethical word to me in that friendship,” Holcomb said. “… it will be a question for a successor.”
Earlier this week, Noel pleaded guilty to 27 felony charges as part of a massive, ongoing corruption case that could put Noel behind bars for more than a decade.
Noel led Holcomb’s campaign in 2016 and was part of his transition team.
He also served as chairman of Holcomb’s reelection bid and, prior to Holcomb, attended President Donald Trump’s inauguration in Washington, D.C. on a personal invitation from former Gov. Mike Pence, who was Trump’s vice president.
But Holcomb, speaking during a virtual Zoom press conference from Slovakia, said that the pardoning process would require a review of the conviction and sentencing. As of Friday, the judge assigned to the case hadn’t yet accepted Noel’s guilty plea nor had a sentencing hearing been scheduled.
“Per Indiana code, there’s a process — a pardoning process — that has to unfold or occur. And that includes, dependent on the actual sentence, a duration of time served and what the crime is, what the conviction actually is,” Holcomb said. “And so in this case, from what I’ve read before, this would be way after my term ends.
Takeaways from Slovakia
In contrast to other international trips, which seek to curate economic development relationships and business opportunities for the Hoosier State, Slovakia and Indiana has a three-decade long relationship centered around national security and defense capabilities.
“This hasn’t been centered on trade in Slovakia, it’s been centered on our partnership and those relationships which are of paramount importance,” Holcomb said.
After arriving in Slovakia earlier this week, Holcomb attended an event to commemorate the 80th anniversary of the 1944 Slovak National Uprising during World War II in Banska Bystrica.
Slovakian Prime Minister Robert Fico was critically injured in an assassination attempt in May but appeared to be “in remarkable shape” during a sit-down with Holcomb on Thursday after giving a nationally televised speech.
“That was quite a historic scene. But to be able to have conversations about where we’re going, about the different threats around the world — and Indiana’s role in it, Slovakia’s role in it, obviously — was an enormous source of pride,” Holcomb said.
The diplomacy fostered between the two governments has created opportunities, such as Indiana hosting Slovakian military members and Hoosier airmen delivering military aircraft.
The Slovakian celebration, commemorating freedom from Nazi Germany, reminded Indiana Adjutant Major General Dale Lyles of a Fourth of July holiday when America celebrates its independence.
“Slovakia is a very proud nation and there’s a lot of opportunities for American defense industry to partner with the European defense industry and we are forging ways to do that now,” Lyles said.
Despite having just 136 days left as governor, Holcomb insisted that his administration would continue “to keep up — not just the momentum, but the velocity.”
Especially in light of news of the continued money asks from the Indiana Economic Development Corporation, which he described as “a good problem to have” because it signaled growth and “bringing home the bacon.”
“We’re not going to be a lame duck. We’ve got 136 days, over 3,200 hours. We’re going to run through the tape and pass the baton off, hopefully operating at peak performance in terms of economic growth,” Holcomb said. “Because with that … it opens up a lot more choices in how you build community and how you are able to build up people, which is your most important asset.”

Bill Gates visits IU School of Medicine to learn about Alzheimer’s research
Bill Gates, the billionaire co-founder of Microsoft, visited the labs of the Indiana University School of Medicine this week to learn about the school’s research into Alzheimer’s disease.
Gates and representatives from the Bill and Melinda Gates Foundation attended this week's visit. Gates has previously made commitments to supporting Alzheimer’s research citing his own experience with his father.
Alzheimer’s is a fatal form of dementia that progressively deteriorates memory, language and thinking.
Across the country, the Alzheimer’s Association estimates some 7 million people suffer from the disease with that number expected to grow to 13 million by 2050.
African Americans and Hispanics are both almost twice as likely to have Alzheimer’s compared to white Americans - but are less likely to have a diagnosis of the condition.
Alzheimer's takes a big toll on Indiana residents too. According to the Alzheimer's Association, there are around 121,000 people aged 65 or older who have the disease, that's coupled with 216,000 people in the state who care for family members with the disease. This adds up to more than 22 million hours of uncompensated care worth north of $5 billion.
Tatiana Foroud, the executive associate dean for research at the IU School of Medicine and an Alzheimer’s researcher, said the school works collaboratively with drug manufacturer Eli Lilly, and Gates visited both places during the trip to Indianapolis.
“By coming to one city you were able to get this incredibly comprehensive approach to…what is the cutting edge going on in the space of Alzheimer’s disease,” she said.
Earlier this year, Eli Lilly received approval from the Food and Drug Administration for a drug that can moderately slow the progression of Alzheimer’s.
IU’s School of Medicine was one of the sites for clinical trials of the drug.
Foroud said during his visit, Gates asked questions about increasing access to the drug.
“Now that there are treatments, how do you make them equitable? How do you make sure everyone that is appropriate has access to that drug?” Foroud said.
More research still needs to be done. Foroud said the existing drugs work for patients with early stages of dementia but there isn’t treatment for people who are further along in the disease or as a preventative measure before someone starts showing symptoms.
Research into the disease at the School of Medicine received support as recently as 2023, when the school was awarded nearly $90 million by the National Institutes of Health.
Dr. Jay Hess, dean of the IU School of Medicine, said he’s hopeful the visit could help accelerate their work.
“That’s why we’re excited,” Hess said. “It was neat to meet Bill Gates but it’s more like this is really starting to build up momentum and I’m sure this won’t be the last people to visit the research team”.

Indiana virtual school leaders say demand has driven enrollment wave
Virtual schooling has exploded across Indiana in recent years. This year, thousands of new students across the state will log on to their computers and complete their coursework online.
Jamey Callane is the executive director of Indiana Gateway Digital Academy, a public, online-only academy that partners with Clarksville Community Schools. The INGDA mostly serves students across Indiana, but does serve some students in surrounding states as well.
Callane said it’s clear that online school is in high demand in Indiana.
“The public feeling toward online school changed,” he said. “It has become more mainstream.”
Clarksville enrolled an additional 2,685 students between the 2022 and 2023 school years, according to an Indiana University study. Union School Corporation, which partners with Indiana Digital Learning School and provides multiple online learning options, saw an increase of 900 students during the same period.
The district with the third-highest growth, Brownsburg Community School Corporation, only grew by 373 students.
The study credits Clarksville and Union's growth to the districts' partnerships with online schools.
Callane said INGDA enrolled about 2,268 students in 2021. He expects that number to more than double this year after the enrollment period ends on Sept. 30. He added that the school is inching closer to its enrollment cap of 6,500 students.
INGDA is one of five tuition-free public online school options in Indiana under the umbrella of an education company called Stride. Adam Hawf, Stride’s superintendent of schools, said there are many reasons he believes more students are enrolling in Stride’s online schools.
“I think part of what we're seeing now is that people who were exposed to online learning through circumstance of the pandemic,” he said. “They went back into traditional brick and mortar modality, and they realized that there were parts of the online learning experience that they preferred. It might be the scheduling flexibility. It might be having access to, you know, be able to move more at your own pace. It could be, for the family, having geographic flexibility.”
COLBERT COMMENT: Parents will be able to monitor the online lessons; which is a benefit. Activist teachers will no longer be able to indoctrinate. Parents will be the watchdog over the online education. The State teachers Union will be against this teaching opportunity.

"They don't want one horse out of the barn. If one person starts speaking the truth, they're afraid it might be contagious," he said.
US Representative Thomas Massie of Kentucky, one of the few Republicans who has been openly critical of AIPAC, has said that every Republican in Congress has an AIPAC babysitter.
The congressman was speaking with former Fox News host Tucker Carlson for an episode of his podcast earlier this month, when he made the statement about the American Israel Public Affairs Committee, which has been coming under increasing scrutiny for its influence over US elections.
"Everybody but me has an AIPAC person. It's like your babysitter, your AIPAC babysitter, who's always talking to you for AIPAC," Massie said on the right-wing news host's show. He added that these "babysitters" tend to be from the representative's district, but they're firmly part of AIPAC.

"When they come to DC, you have to go to lunch with them, and they've got your cell number and you have conversations with them," he said, adding that it's like having a buddy system from another country, and he's one of the few lawmakers that hasn't taken part in it.
In the case of Massie, who won his last congressional race in May by over 75 percent, it is a testament to his popularity in his district, but also what he believes is AIPAC's delay in getting involved in his races, spending around $400,000 in the latest contest. He told Carlson that the lobby group continues to run ads against him, which he assumes is because they're worried he'll run for a statewide position, such as senator or governor.
Though it might seem unusual for AIPAC to put so much effort into individual candidates, Massie sees it as an investment to ensure no one in Congress votes against their agenda, complete and unconditional support for Israel.
"They don't want one horse out of the barn. If one person starts speaking the truth, they're afraid it might be contagious," he said. "It starts raising questions, and I think that's why they get mad."
In the interview, he questioned why the lobby group or their representatives aren't required to register as foreign agents, which would be the case for those advocating on behalf of all other countries.
"There's this foreign interest group called AIPAC that's got the ear of this current speaker, and demanded 16 votes in April on Israel or the Middle East. We haven't had 16 votes in April on the United States in Congress," he said, after discussing why he found some of the recent bills problematic, including one on the definition of antisemitism related to criticism of Israel.
This concern runs counter to the positions of most of his Republican colleagues, many of whom connect their support of Israel to their Christian (primarily evangelical protestant) faith and that of their constituents. Even many centrist supporters of Israel have raised concerns over right-wing evangelical support for Israel, which ultimately aims for the destruction of Jews in Israel for the second coming of Christ.
Much of AIPAC's lobbying, he told Carlson, is done through evangelical churches, leading many in his state of Kentucky to believe that support of Israel's military is part of a grassroots movement. He sees the lobby group as representing a corporate faction, referring to US weapons manufacturers, which he suggested could make AIPAC more extreme than Israel itself when it comes to advocating for wars.
"They do it through evangelical churches," he said. "People think it's a grassroots movement in Kentucky. It's actually a top-down movement from AIPAC, so that people who aren't even Jewish will feel like they've got to support Israel no matter what."
