In accordance with Federal Laws No. 31-FZ "On Mobilization Training and Mobilization in the Russian Federation", No. 76-FZ "On the Status of Military Personnel", No. 53-FZ "On Military Duty and Military Service", "The Charter of the Internal Service of the Armed Forces of the Russian Federation" when declaring mobilization, citizens called up for military service service, are military personnel.

These rights may be restricted only on the basis of the norms of federal laws. Restriction of these rights by other regulatory acts, including the Charter, in the absence of an explicit basis for this in the norms of federal laws, is not allowed.
