"We address all direct and indirect victims of the regimes of Hugo Chávez and Nicolás Maduro, both inside and outside Venezuela. Each of you deserves justice and reparations from the Venezuelan state. We firmly commit to making this a reality in the democratic Venezuela that is coming and that we will build together.

Over the past 26 years, the regime has committed serious human rights violations as well as crimes against humanity, which have been documented not only by our brave civil society but also by various international organizations. These are not isolated incidents committed by insubordinate agents; this is a systematic policy of persecution and repression, designed and executed from the highest levels of power and with the complicity of the rest of the state apparatus. These practices have included persecution for political reasons, murders in the context of legitimate protests, extrajudicial executions, deaths in custody, torture, cruel, inhuman, and degrading treatment, sexual violence, arbitrary detentions, enforced disappearances, and thousands of illegal and unconstitutional judicial proceedings in violation of due process.

Our commitment is clear: to eradicate impunity and ensure that justice in Venezuela is independent, impartial, and effective. This is not only a commitment to the victims but to all Venezuelans who long for a country where the separation of powers is the fundamental pillar of democracy, and justice is the foundation of our coexistence as a nation. Structural reforms will be promoted to ensure that justice truly guarantees the rights and freedoms of Venezuelans, and that judicial independence is safeguarded and never again used as a tool of persecution.

Our government will comply with international law and guarantee full and effective reparations for the harm caused to each victim. This includes social and legal support, medical and psychological care, financial compensation for the damages suffered, official recognition measures such as the annulment of unjust convictions and public acknowledgment of what has happened—among other measures—and collective work with civil society to ensure that the truth is known and justice is served.

This is how all Venezuelans of goodwill, but fundamentally the victims, will find justice and dignity."
