According to a report by CNN Brasil, the Federal Police in Pará issued an official alert to the government regarding “potential attacks against security agents by members of the Comando Vermelho criminal faction, with emphasis on the Metropolitan Region of Belém.”

The internal document, sent shortly before the large-scale police operation in Rio de Janeiro that left over 120 dead, advises federal agents to maintain “a high level of caution” and to avoid routes or situations that could “increase risk and vulnerability.”

The warning was shared with various Federal Police units and with the Directorate of Personal Protection, responsible for officers deployed for COP30 security duties.

Sources told CNN Brasil that the alert reached the ministries of Justice and Defense about two weeks ago, influencing President Lula’s decision to decree a Guarantee of Law and Order (GLO) operation in Pará.

Under the GLO, 8,000 troops will be deployed in Belém from November 2 to 23, securing the COP30 perimeter — including the Green and Blue Zones at Parque da Cidade, ports, energy substations, water treatment plants, and the Val-de-Cans International Airport.
