At the end of the episode The Pegasus, the Enterprise passed through the asteroid under phase-cloak. Upon exiting, Picard then orders the ship decloaked and transmits a message to Sirol, commanding the Romular Warbird that is also present, that the Romulan government will be contacted about the phase cloak and the events that have occurred.

Picard provides the justification that the phase clock is illegal, under the Treaty of Algernon, and this is why he decloaks the Enterprise in view of the Romulans. However, in doing so, he exposes the existence of the cloak to the Romulans. He, in effect, turns what is an internal matter of the Federation into an inter-government incident and gives the Romulans a lot to be upset about and to use against the Federation. There does not appear to be a positive aspect to this action ... Admiral Pressman was arrested for working on the cloak and Picard could still expose all who were involved, without the Romulans being aware and thus providing a big black eye to the Federation.

Pressman attempts to relieve Picard of command, but the senior staff stand firm, Riker noting that, unlike last time, no one is willing to come to his defense. Picard asks how the cloak can be used to escape the asteroid; Riker explains that the device was "more than just a cloak" and would phase a ship equipped with it so that it could pass through solid matter. Picard orders it to be adapted for use by the Enterprise.
