Landowners can (under certain laws that are subject for change) freely build and create their own household in the GTC-Verse. To protect asset loss land ownership cannot be lost, landowners can only be punished or rewarded in the form of lost or gained income, based on an advanced behavior penalty system introduced later in-game.
