Le Bon (1898) argues that the course of history is governed primarily by enduring, inherited psychological characteristics shared by groups, which he calls the collective “soul” or mental constitution of a people. These deep traits shape institutions, beliefs, arts, and collective behavior, while laws, education, and political systems are secondary expressions rather than primary causes. Surface changes produced by revolutions, crises, or environment alter only situational features, not the underlying group character. Differences in collective psychology explain why similar institutions produce different outcomes across societies and why cultural forms cannot be easily transferred. Civilizations rise slowly through long hereditary accumulation and decline rapidly when this psychological foundation weakens or fragments.
