During the navigation, U.S. side took several provocative actions such as making a sharp turn and sudden acceleration or deceleration, crossing the bow of the PLANS Guilin, and dangerously approaching the PLA Navy ships (the closest distance is 3.6 chains, about 670 meters). This act of the U.S. side violated the International Regulations for Preventing Collisions at Sea, the Code for Unplanned Encounters at Sea and the Rules of Behavior (ROB) for Safety of Air and Maritime Encounters agreed between China and the U.S., and endangered the safety of personnel and ships of both sides."
