My interpretation:
Primary fallout from the “confidential investigations” (11.3) will happen with the arrest from “subpoenas” (actionable 11.4).

Just a guess, but seems like this could be a legitimate legal path to take down a large portion of the corrupt politicians on a global scale— & they tie into the drops nicely.

Russia becomes world's most sanctioned country

Russia is now the most-sanctioned country in the world, with 14,081 sanctions on Russian individuals and entities currently in place, five times more than exactly one year ago.

Leading the current round of sanctions against Russia are the US, Switzerland and Canada with 1,948, 1,782 and 1,590 restrictions, respectively. The majority of those sanctions target individuals, with only 2,210 of the 11,327 sanctions placed on entities, vessels or aircraft. Not included in these figures are sectoral sanctions like general trade embargos on gas or oil.

In addition to sanctions, more than 1,000 companies left the Russian market, according to the Yale School of Management.

Iran was previously the most sanctioned state in history with 3,616 active sanctions.

Meanwhile, most of the sanctions imposed on Syria, which ranks third, stem from the events surrounding the Syrian civil starting in 2011.
