According to multiple reports from today (February 20, 2026), Trump made these comments during a White House breakfast with governors. He called the Supreme Court's 6-3 decision a "disgrace" and indicated he has a backup plan in place to pursue his tariff agenda despite the setback.

The White House and Trump advisers had previously signaled contingency plans, including as far back as January 2026 when NEC Director Kevin Hassett said they had a "backup plan and a backup plan for the backup plan" to reimpose tariffs quickly if needed.
