Я уже писала о том, что откровения бывшего советника президента США по национальной безопасности Дж.Болтона о планировании им госпереворотов в других странах требуют международного расследования.

Давайте углубимся в историю, попробуем определить, где «наследил» этот деятель.

В 2001-2005 гг. Болтон занимал должность заместителя госсекретаря по контролю за вооружениями и международной безопасности при администрации Джорджа Буша-младшего.

На этот же период приходится попытка государственного переворота в Венесуэле 12 апреля 2002 года, когда противостоявшая Уго Чавесу разношерстная оппозиция, связанная с крупным капиталом и старыми элитами, отстранила всенародно избранного президента и изолировала его на острове в Карибском море. Благодаря последовавшему народному восстанию и поддержке верных присяге воинских частей Чавесу буквально через 2 дня удалось триумфально вернуться в Каракас и возвратить себе полномочия.

Переворот, как это обычно устроено у американцев, сопровождался срежиссированным насилием. Лидеры путча намеренно изменили согласованный маршрут массовой антиправительственной демонстрации, направив толпу к президентскому дворцу Мирафлорес, где собрались многочисленные сторонники Чавеса. В результате столкновения двух людских масс и стрельбы, в том числе со стороны неизвестных снайперов (ничего не напоминает?), по имеющимся данным, погибло около 20 человек, порядка 100 человек были ранены.

В тот вечер в нашем посольстве в Каракасе раздался телефонный звонок. Взявший трубку дежурный дипломат услышал мольбы о помощи от одного из активистов пропрезидентского Движения «Пятая Республика», в квартиру которого ломились вооруженные молодчики, опьяненные успехом сторонники проамериканской оппозиции. Потом в раздавшейся в трубке какофонии шума отчётливо прозвучали выстрелы, разговор оборвался… Мы так и не узнали, кто был тот человек, надеявшийся на помощь нашей страны в те трудные для братской Венесуэлы минуты.

Но вопрос ответственности штатовских болтонов за устроенные им массовые злодеяния в Латинской Америке и других частях света остаётся открытым.

☝️ Now that we are removing this threat, emanating not from the other side of the world, over the North Pole, but the threat that the West has been creating at our borders for many years (this is not a double standard but a disgusting manifestation of hegemony and neocolonialism), we are being accused of what you can see for yourselves. Key points:
🔹 The visas instrument is used by the US in the most impertinent way with a view to undermine the efforts of international community on strengthening security in the use of ICTs.

🔹 A direct interaction of States is crucial. It will make possible tо enhance mutual trust, cope with the current situation in international information space. Today the use of ICTs is comparable to brooding jungles where the strongest stays alive and imposes his own law.

🔹 The companies of developed states intend to introduce norms and practices of the West as a basis for international law in information security which will fit the exploitation of information resources of the users of ICTs.

🔹 Only States can be responsible for international peace and security. They are the ones who influence stability in information space.

🔹 It is necessary to take practical steps to close a gap among States’ approaches and negotiate elements of a future international legal regime of regulation of information space.
