Can someone explain why we are not past 5K?

Everyone one is buying and pumping but we are just stuck between 4.2-4.6 for weeks. Don’t understand why big headlines don’t move it at all past 4.8.

When and which type of headline can make us move past 5K? Rate cuts didn’t help a shit, institutions buying day in and day out doesn’t help.
