Polignac was born into one of the most prominent royalist families of the French nobility. His grandmother Gabrielle was the best friend of Queen Marie Antoinette. In 1853 he joined the French army. He served in the Crimean War from 1854 to 1855. In 1859 he traveled to Central America to study geography and political economy. As it happened he was in the United States when war broke out between North and South. Finding himself in friendly surroundings amongst the chivalrous cavaliers of the South he volunteered to fight for the Confederate States Army. He distinguished himself and was promoted to major general.

Revolutionary nationalism claims to be one of the most original political phenomena of recent decades. It would be equivalent to a neo-fascism that would be a “left” fascism, economically socialist, globally pro-Soviet during the Cold War, often philo-Maoist. This has led to the production of other designations, all based on the attraction of the provocative oxymoron: “right-wing leftists”, “national communists”, “left-wing fascists”, “Nazi-Maoists”, “red-browns”, among others. In any case, it is certain that revolutionary nationalism is constructed via propaganda on the theme of left-wing fascism and a strategy that claims to be right-wing Leninism. As fascism relied on "a right-wing acculturation of the lessons of the October Revolution", the neo-fascists tried to integrate May 1968 - and the influence of the Italian model counts in this, itself being culturally and strategically very marked by the transalpine "creeping May".

Ideologically, the nationalist-revolutionaries (known as N.R.) have as another founding event the meeting in Venice on March 4, 1962 of the bulk of the West European neo-fascist forces. No Frenchman is there. There is the Englishman Sir Oswald Mosley, living in France since 1952 and instigator of the congress; the former Labour minister and leader of the British Union of Fascists founded in 1948 the Union Movement, which proclaims that Europe is a unitary nation and the third force in the making to enjoy the northern third of Africa. Also present was the man who would become a leading doctrinaire of revolutionary nationalism, the former member of the Association of Friends of the Greater German Reich and then Belgian contact of the Organisation of the Secret Army (O.A.S.), the Walloon Jean-François Thiriart, converted since 1961 to the idea of ​​a European nation. If the latter may already have influenced Europe-Action, and if he then weighed with a surprisingly underestimated weight on the developments and convulsions of the G.R.E.C.E., it did not prevent the review founded by D. Venner and Alain de Benoist, Europe-Action, from subscribing to his proposal and that of Mosley to create the integrated European nationalist party, in the name of the refusal of foreign tutelage. Germans and Italians, for their part, could not forget their quarrel over South Tyrol... Thiriart was to consider later that he was the only one remaining faithful to the Proclamation of Venice.

During this meeting, the groups present committed to founding an integrated European nationalist party working towards the construction of a united Europe, both a third force and a third way between the USSR and communism and the USA and capitalism, refusing "the satellisation of Western Europe by the United States" and demanding "the recovery of our Eastern territories". The first articulation of this discourse was the work of former members of Europe-Action. In the name of "European socialism", they attempted to establish a link with the left and the regionalist movement, by founding a whole nebula of officially autonomous bulletins.
