🇵🇦🇨🇦 First Quantum warns of arbitration as Panama weighs copper contract
Canada's First Quantum intends to start arbitration against Panama, as Panama's top court considers annulling a copper contract that opponents call unfair.
On Oct. 20, Panama's government approved a contract for First Quantum to operate the copper Cobre Panama mine. It included a 20-year mining right with an option to extend for another 20 years. In return the miner agreed to pay Panama $375 million a year.
Panama's trade ministry said in a statement that First Quantum, the miner's local unit Minera Panama and Franco-Nevada Corp sent two notifications to an international arbitration center, adding it was ready to defend the country's interests.
The country's mining chamber head Zorel Morales set at a minimum $50 billion what the country would pay if it loses arbitration, and said uncertainty around First Quantum's project could also spook investors.
J.P Morgan warned this month that the odds of Panama losing its investment-grade rating would rise significantly if the contract is revoked.

🔶️ The Brazilian Army has been put on alert after receiving intelligence information regarding a potential invasion by Venezuela into Guyana, which would require the passage of troops through Brazilian territory (Roraima).
🔶️ As a precaution, the High Command has initiated an emergency mobilization of troops to the border.
🔶️ Around 16 multitasking armored vehicles (VBMT) from the 5th army division are on high alert to be relocated to Boa Vista, the state capital, on the early morning of last Saturday.
🔶️ In addition to the multitasking armored vehicles and infantry troops, the Army has also set tanks Leopard in motion.

Panama president directs First Quantum to shut copper mine after court ruling
Panama's president said on Tuesday that Canadian miner First Quantum's lucrative copper mine Cobre Panama would be shut down, hours after the country's Supreme Court declared its contract unconstitutional.
The presented guidelines leave out the application of the travel rule for transactions between unhosted wallets, given that these exclude the intermediation of a crypto assets service providers (CASP). However, incoming transactions from an unhosted wallet to a wallet hosted by a CASP will have to comply with the travel rule if the amount involved is over 1,000 euros ($1,096).
The consultation will run until February 26, 2024.
