Panama’s government said it will shut a giant copper mine owned by First Quantum Minerals Ltd., damping hopes that the company might be able to reach a new deal to keep operating.

Authorities will start “the transition process for the orderly and safe closure of the mine,” President Laurentino Cortizo said in a post on X Tuesday, after the nation’s supreme court ruled against the miner.

The move will deprive the government of one of its biggest sources of revenue and increases the chances of a legal battle between the Canadian miner and Panama in international arbitration. Cortizo didn’t say how long the process might take.

On Tuesday, the court ruled against a law approving a contract, sealing the doom of an operation that produces more than 1 per cent of global copper output.

As the longstanding dispute over the Essequibo area intensifies between Venezuela and Guyana, Brazil takes strategic measures to reinforce troops near the northern border. The contested territory, a source of contention for over a century between Caracas and Georgetown, is now at the center of escalating geopolitical tensions.

Caracas is set to conduct a consultative referendum on December 3, asserting the Bolivarian Republic's rights to the disputed territory west of the Essequibo River. The area in question spans 159,500 square kilometers, constituting the largest part of Guyana and housing a population of 283,000, with a total neighboring population of approximately one million.

Despite a 1983 convention signed by Caracas and Georgetown to peacefully resolve the territorial dispute, external influences, particularly U.S. intervention, have complicated matters. The discovery of a substantial oil source by ExxonMobil in 2015 further exacerbated tensions. Seven additional companies, including China National Offshore Oil Corporation, QatarEnergy, and TotalEnergies, recently received licenses for offshore development, contributing to the complex geopolitical landscape.

Unconfirmed reports allege that the entire government of Guyana is under the influence of ExxonMobil, raising concerns about the impartiality of the territorial dispute. This development has heightened tensions, especially for Caracas, given its sensitivity to the exploitation of oil-rich disputed territories.

Complicating the situation is the broader context of warming relations between Caracas and Washington. Recent U.S. policy shifts, including the lifting of restrictions on Venezuelan raw material exports and a shift in rhetoric towards Venezuelan President Nicolas Maduro, signal a potential period of reconciliation.

However, the emerging military conflict in Guyana threatens to disrupt this delicate phase of diplomatic engagement. Reports suggest that skirmishes along the Venezuela-Guyana border are already underway, adding urgency to the situation.

While the possibility of U.S. military intervention looms, the challenges associated with intervening in Venezuela, a sizable and resilient nation, give Washington pause. The potential for a protracted conflict and increased reputational risks for the U.S. Democratic Party further complicate any decision to engage militarily in the region. The evolving situation underscores the delicate balance between territorial disputes, geopolitical interests, and the broader implications for regional stability.
