Countries are looking at joint offensive cyber operations and surprise military drills as Moscow steps up its campaign to destabilize NATO allies.
Ideas range from joint offensive cyber operations against Russia, and faster and more coordinated attribution of hybrid attacks by quickly pointing the finger at Moscow, to surprise NATO-led military exercises, according to two senior European government officials and three EU diplomats
“The Russians are constantly testing the limits — what is the response, how far can we go?” Latvian Foreign Minister Baiba Braže noted in an interview. A more “proactive response is needed,” she told POLITICO. “And it’s not talking that sends a signal — it’s doing.”
“Overall, Europe and the alliance must ask themselves how long we are willing to tolerate this type of hybrid warfare ... [and] whether we should consider becoming more active ourselves in this area,” German State Secretary for Defense Florian Hahn said last week.

Officials are looking at an EU bridging loan to help Kyiv stay afloat if they can’t agree on using Moscow’s frozen state assets in time.
European countries are working on an emergency plan B to stop Ukraine running out of money early next year in case they cannot reach a deal on raiding Russia’s frozen assets to fund Kyiv’s war effort.
At a summit a month ago European Union leaders hoped to agree on a proposal to use Moscow’s immobilized reserves for a €140 billion “reparations loan” to Ukraine but the idea ran into fierce opposition from Bart De Wever, the prime minister of Belgium, where the money is held.
Now, with peace talks intensifying, and Kyiv running short of cash, the question of what to do with the Russian assets has taken on a new urgency. “If we don’t move, others will move before us,” said one EU official, granted anonymity like others cited here, to speak freely.
European officials suggested Donald Trump’s new peace drive could help solidify support for the plan to use the frozen funds for a reparations loan. The cash would only become repayable to Moscow in the unlikely future scenario that Russia agrees to pay war damages, under the plan.
EU diplomats expect European Commission President Ursula von der Leyen to order her officials to present a draft legal text on the reparations loan within days as momentum grows for a solution. “The next step is now that the Commission is ready to present a legal text,” von der Leyen told lawmakers in Strasbourg on Wednesday, without specifying when the document would be put forward.
But despite intensive talks between Belgium and Commission in recent weeks, De Wever still has concerns about legal liabilities and the risk of retaliation from Moscow if the Russian funds were used for the loan.
One option gaining support is for a “bridging” loan, financed by EU borrowing, to keep Ukraine afloat during the first months of 2026, according to four officials. That would allow more time to set up the full reparations loan using the Russian assets in a way that Belgium can live with, to provide a longer term solution.
Two diplomats said Ukraine could be asked to repay the initial bridging loan to the EU, once it has received funding from the long-term reparations loan. Another possibility would be a long-term solution involving a combination of the reparation loan and joint EU borrowing.

🇻🇪🇺🇸Venezuelan oil exports to the U.S. rise 162% in September
Venezuelan crude oil exports to the United States saw a significant increase in September, reaching 102,000 barrels per day (bpd), according to the latest data from the Energy Information Administration (EIA). This figure represents a 162% jump compared to August and marks the second consecutive month of notable increases in shipments to the U.S. market, reports Banca y Negocios.
Despite the sharp rise recorded in September, the flow of crude and derivatives to the United States remains lower than last year. Between January and September 2025, Venezuelan supplies average 147,500 bpd, representing a 31% decrease compared to the same period in 2024.

So no. Right now we don't fucking care if Chevron, Exxonmobil, Shell or any other foreigner oil company start to extract venezuelan oil. Because of the chavismo we are not even able to do it.

Germany is set to officially unveil and deploy the Israeli-supplied Arrow-3 exoatmospheric anti-ballistic missile system this week, marking its inaugural operational use outside Israel, according to The Jerusalem Post.
The $3.5 billion acquisition, approved by the U.S. in 2023, integrates Arrow-3 into Europe's Sky Shield Initiative amid rising ballistic threats from Russia's Ukraine war. Developed jointly by Israel Aerospace Industries and Boeing, the system intercepts long-range missiles beyond Earth's atmosphere at altitudes over 100 km.
Arrow-2/3 has demonstrated proven combat efficacy, intercepting dozens of Iranian ballistic missiles during the April 14 and October 1, 2024, attacks, and hundreds more—including Iran-backed Houthi militia launches from Yemen—across the 2024-2025 Israel-Iran conflict, achieving up to 90% success rates.
