🇧🇷🪖🇬🇾🇻🇪 — Venezuela vs. Guyana Conflict: Brazilian Army sends 16 Guaicuru armored vehicles to the Venezuela border

➡️ Sixteen armored vehicles of the Brazilian Army, Guaicuru model, departed from Cascavel, Paraná, covering 6,000 kilometers by land and river to strengthen security on the border between Brazil and Venezuela.

⚠️ In a scenario of increasing territorial tension between Venezuela and Guyana over the Essequibo region, Brazil has taken measures to enhance security on the border. Defense Minister José Mucio had already indicated in December the intention to send armored vehicles to the state of Roraima.

⚙️ The armored vehicles are of the Guaicuru model, also known as a light multirole armored vehicle on wheels. They are equipped with firearms and can be used in combat, reconnaissance, and security operations.

This action is a response to the state of emergency declared in Ecuador following the escape of a drug trafficker from prison.

🇪🇨⚠️📝 — NOW: President Daniel Noboa has issued a decree that identifies "the existence of an internal armed conflict," names certain organized crime groups as "terrorists," and orders the Armed Forces to carry out military operations; see the full statement below:

Article 1. Recognize the existence of an internal armed conflict, based on the considerations in this Decree and the applicable current regulations.

Article 2. Establish as an additional cause to the state of emergency declared by Executive Decree No. 110 of January 8, 2024, the internal armed conflict.

Article 3. Add the following as the final paragraph to Article 3 of Executive Decree No. 110 of January 8, 2024: "Order the mobilization and intervention of the Armed Forces and National Police in the national territory to guarantee sovereignty and territorial integrity against transnational organized crime, terrorist organizations, and non-state belligerent actors as set forth in this Executive Decree."

Article 4. Identify the following transnational organized crime groups as terrorist organizations and non-state belligerent actors: Águilas, ÁguilasKiller, Ak47, Caballeros Oscuros, ChoneKiller, Choneros, Corvicheros, Cuartel de las Feas, Cubanos, Fatales, Gánster, Kater Piler, Lagartos, Latin Kings, Lobos, Los p.27, Los Tiburones, Mafia 18, Mafia Trébol, Patrones, R7, Tiguerones.

The Public and State Security Council, based on technical reports, will update the list of identified groups.

Article 5. Order the Armed Forces to carry out military operations, under international humanitarian law and respecting human rights, to neutralize the groups identified in Article 4 of this Executive Decree.
