“France has decided to vote against the signing of the agreement between the European Union and the Mercosur countries.

France is in favor of international trade, but the EU–Mercosur agreement is an agreement of another era, negotiated for too long on overly outdated foundations (1999 mandate).

While trade diversification is necessary, the economic gain of the EU–Mercosur agreement will be limited for French and European growth (+0.05% of EU GDP by 2040 according to the Commission).

It does not justify exposing sensitive agricultural sectors that are essential to our food sovereignty.

Since the announcement of the end of negotiations in December 2024, I have continued to mobilize for a fairer agreement in order to protect our farmers. On this basis, we have obtained concrete advances that must be acknowledged by the European Commission.

We had made three demands, which have evolved in the right direction:

1. We obtained a specific safeguard clause, an “emergency brake” on agricultural imports from Mercosur countries in the event of market destabilization in Europe, which can be activated in the event of only a 5% variation in prices and volumes of imported agricultural products, at the request of a single Member State or representatives of agricultural sectors.

This was a strong demand from agricultural unions. Safeguard measures, including the suspension of imports, can be imposed very quickly.

2. We obtained reciprocity measures on production conditions (mirror measures).

Our producers comply with the most ambitious standards in the world in terms of health, environment, and animal welfare. Imported products must be subject to the same conditions regarding pesticides, animal feed, or the use of antibiotics, so as not to unfairly compete with our farmers.

The Commission announced the implementation of this reciprocity for several pesticide substances that we have just banned in our national territory. This effort must be continued for all pesticides and animal feed.

These advances respond to a long-standing demand from our farmers.

3. There is no food security without controls: we obtained strengthened sanitary controls in Europe and veterinary and phytosanitary audits in third countries, in order to ensure that producers, notably from Mercosur, comply with our rules.

The establishment of a task force at the European Commission on the effectiveness of these controls foreshadows the European sanitary control force that France has long been requesting.

Several of these advances still need to be finalized; France will ensure this.

We have also obtained major commitments from the European Commission, confirmed during the agriculture meeting on January 7 in Brussels:

First, regarding the amount of direct CAP aid in the next multiannual budget of the European Union. An additional €45 billion will be accessible from 2028 onward, in addition to the nearly €294 billion secured for direct agricultural income support.

On this basis, France will have the means to guarantee the maintenance of the current aid envelope in its national agricultural plan until 2034.

Second, regarding fertilizers, there will be no price increase linked to the carbon border tax of the Union.

Despite these undeniable advances, it must be stated that there is a unanimous political rejection of the agreement, as clearly shown by recent debates in the National Assembly and the Senate.

In this context, France will vote against the signing of the agreement.

The signing stage of the agreement does not constitute the end of the story.

I will continue to fight for the full and concrete implementation of the commitments obtained from the European Commission and to protect our farmers.

At the European level, the priority today remains to accelerate our agenda of protection, competitiveness, and investment.”

I respectfully invite you to engage in a direct and frank dialogue about the electoral process in Honduras, particularly regarding your public statements on the social network X in favor of the citizen Nasry Asfura, which negatively influenced the development of the democratic process and affected our candidate.

At the same time, I address the Honduran people to explain the reasons why I sanctioned Legislative Decree No. 58-2025, approved by 69 deputies of the National Congress, through which Honduras’s sovereignty is reaffirmed and the National Electoral Council (CNE) is ordered to count the votes and records from the elections held last November 30.

Reasons for my decision:

1- Because the National Electoral Council has unjustifiably refused to conduct the scrutiny of 4,774 records, which represent the votes of 1,558,689 citizens at the three electoral levels.
This omission usurps popular sovereignty by disregarding, without legal cause, the votes of more than one million Hondurans who went to the polls. It constitutes a serious violation of the Constitution of the Republic, which I am obliged to uphold and defend until the last day of my mandate, which ends, as mandated by the Constitution and as I have promised, on January 27, 2026, not one day more and not one day less.

2- Because the CNE did not resolve 292 challenges filed in due time and form at the national level, related to inconsistencies, tampering with records, stacked ballots, stuffed ballot boxes, more than 500,000 votes lacking biometric backing, and alterations of the TREP system, fraud, and vote-buying, leaving candidates at all three electoral levels in a state of absolute defenselessness.
Worse still, the Electoral Justice Tribunal (TJE), in open violation of the law, without assembling its full bench and acting with only two magistrates, denied the fundamental right to the counting of the votes cast and of 435 ballot boxes corresponding to the mayor of the capital, Jorge Aldana, and several other candidates.

3- Because more than one million voters have been left in a state of defenselessness, disregarding the legal framework that mandates and requires the counting of all votes, of every record, and of every Polling Station.

4- Because I will not be an accomplice to the institutional cynicism of electoral bodies created to guarantee the right to vote and be elected, which, after the painful history of frauds that Honduras has experienced, especially in 2017, have once again abdicated in the face of foreign interference, in an environment of threats to sovereign states.

Honduran people:
What is happening is not a crisis of laws; it is a crisis of ethics, morality, and democratic and republican courage. It is the abandonment of the duty to build a nation upon the most sacred principle: national independence and the people’s vote.

5- Because the self-convened deputies, direct beneficiaries of this grave betrayal of democracy, also refuse to count the records and the votes, blocking the path to electoral truth and burying the popular will.

Finally, in view of the false information circulating and the recent message from the Department of State, I consider it indispensable to formally invite President Donald J. Trump to a hearing or direct call, to address, with responsibility, mutual respect, and transparency, the electoral situation in Honduras.”

“JOINT STATEMENT
The undersigned countries express our firm rejection of the decree sanctioned by President Xiomara Castro, which orders a general recount, disregarding the authority of the National Electoral Council and affecting democratic institutional order.
We also repudiate the acts of violence carried out against members of the opposition last Thursday and any act of political violence that seeks to alter the result expressed at the polls by the Honduran people.
At the same time, we reaffirm our recognition of the proclamation issued by the competent electoral authority regarding the official results that declared Nasry Asfura president-elect of the Republic of Honduras, following elections validated by international observation missions that confirmed the will of millions of Hondurans freely expressed in the elections held last November 30.
The undersigned states call on all Honduran political forces to respect the democratic order, guarantee a peaceful transition, and prioritize dialogue, and we trust that the Honduran people will know how to defend the values of freedom and democracy.
