Feb 9 (Reuters) - Venezuela's largest refinery, the 645,000-barrel-per-day Amuay, was taken out of service on Monday following a power blackout, four sources close to the facility's operations said
Electricity outages hitting state oil company PDVSA's facilities are frequent, which leads to refinery operations well below their installed capacity. Amuay was processing some 137,000 bpd before the incident, one of the sources said.

Russia is restricting access to Telegram in an attempt to force its citizens to switch to a state-controlled app built for surveillance and political censorship.
8 years ago, Iran tried the same strategy — and failed. It banned Telegram on made-up pretexts, trying to force people onto a state-run alternative.
Despite the ban, most Iranians still use Telegram (bypassing censorship) and prefer it to surveilled apps.
Restricting citizens’ freedom is never the right answer. Telegram stands for freedom of speech and privacy, no matter the pressure.

🇪🇸 Increasingly authoritarian Spanish prime minister Pedro Sánchez accused Elon Musk and Telegram founder Pavel Durov of spreading lies about Spain, insisting that technology companies will not influence the government’s plans to restrict social media access for minors.
Spain plans to ban social media use for those under 16 and to hold platform executives accountable for hate speech. Durov and Musk publicly criticized the proposal.
Spain joins countries such as the UK, Greece, and France in tightening social media regulation, following Australia’s ban for children under 16.
Durov warned on Telegram that the law would force platforms to collect user data and allow governments to control content. Musk called Sánchez a “tyrant and a traitor to the Spanish people” on X.
The Spanish government said Durov’s message to Telegram users proves the need for stricter regulation to protect citizens from misinformation.
Sánchez has criticized tech platforms since last year, when he proposed ending online anonymity and linking user data to an EU digital identity.

“Democracy clearly will not be influenced by algorithmic tech oligarchs. Yesterday they addressed millions of people through their platforms to spread lies,” Sánchez said in Madrid.

Macron intends to call his Russian counterpart Vladimir Putin, but preparations for a substantive conversation will take several days, a French source told TASS.
"The Kremlin has newly confirmed that France has restored "technical-level" contact and dialogue with Russia, after for years having stymied diplomacy related to the Ukraine war. "Yes, there have indeed been contacts, and we can confirm that," Putin spokesman Dmitry Peskov told reporters. "If there is the desire and the necessity, they could help fairly quickly reestablish dialogue at the highest level."
But ironically it's not necessarily for the sake of seeking to forge a peace deal in eastern European, but in reality toward ensuring the United States doesn't mediate something less than satisfactory to Ukraine and Europe.
President Macron said in fresh remarks in a Tuesday interview: "What did I gain? Confirmation that Russia does not want peace right now." Yet he stipulated, "But above all, we have rebuilt those channels of discussion at a technical level."
"My wish is to share this with my European partners and to have a well-organized European approach" in diplomacy with Moscow, Macron added.
He reasoned that Europe must be engaging Putin directly "so as not to depend on third parties" or rather - so the EU doesn't stay cut out of US-Russia discussions, as has been the case so far under Trump."

Some points:
🪖 USAF F-15E Strike Eagle have, generally, a tactical combat range of 1,000–1,500 km (620–930 miles) for combat operations , depending on configuration and how much payload cargo it is carrying, but the combat radius is the standard metric for "how far it can operate from and return to the base", and 2,400 miles (3,840 km or about 2,087 nautical miles) for ferry operations (without any payload)
✈️ Assuming that they would be used in operations in Iran (what many for obvious reasons pointed above didn't thought so), they would require either Stratotankers or external tankers (which would reduce the payload, obviously) and additional flankers to stop any possible interception (assuming that Iran has interception capabilities) to support any operation in any bombing run.
🤔 For such reason, many analysts that saw the deployment of USAF F-15E figthers to Jordan thought such would be used in defensive operations rather than offensive ones, like shooting down UAVs and cruise missiles fired by the Islamic Republic and its regional proxies like the PMF in Iraq
