Here’s what happened in El Paso per multiple people briefed
The Pentagon planned to use a high-energy, counter-drone laser without having properly coordinated with the FAA first about potential risks to civilian flights
The Pentagon has been testing this tech for a while now in more remote areas and FAA and Pentagon officials had been scheduled to meet February 20 to review potential impacts and mitigation measures for a test of the laser system
But for unclear reasons (perhaps there was a drone incursion, which happen multiple x per day) the Pentagon sought to deploy the system sooner around El Paso, prompting the FAA to impose the temporary flight restriction until proper coordination could occur. The 10-day restriction would have expired on February 21, one day after DoD and the FAA were set to meet.
The FAA did not tell the WH it was closing the airspace
A source familiar with the timeline of events said that the US military did use the laser technology around El Paso this week— to shoot down four mylar balloons. That contributed to the decision by the FAA to shut down local airspace until the aforementioned proper coordination could occur.
And yet another update: the Pentagon allowed CBP to use this technology after loaning it to them in recent weeks, people familiar with the matter said. Defense personnel were present at the time CBP used it to shoot down balloons this week, per one of the sources.

“Every General and Admiral at NORTHCOM is pissed that DHS did an operation and told no one because homeland defense is what NORTHCOM does. Even the base commander at Ft. Bliss called the Pentagon and NORTHCOM furious about the airspace thing because he had nothing to do with it -- and the Pentagon and NORTHCOM also didn’t know anything about the airspace closure. It’s like DHS is trying to hide the fact that their spec ops group is there with the laser gun.”

🇷🇺 🇨🇺 🇺🇸 Russia to Ship “Humanitarian” Oil to Cuba, Defying Trump’s Tariff Threats
Russia is preparing to ship oil and petroleum products to Cuba as “humanitarian aid,” despite US President Donald Trump’s threats to impose additional tariffs on countries that supply fuel to the island, The Moscow Times reported on February 12, citing Russian media.
Russia’s embassy in Havana told a Russian media outlet that the delivery is expected in the near future, though officials did not disclose volumes. The move comes as Cuba faces a deepening fuel crisis, with imports largely halted for nearly a month and reserves close to exhaustion.
Analysts cited by Russian outlets said Cuba could last no more than about 20 days without new imports. Mexico, which sent the last cargo on January 9, reportedly froze exports after Trump’s warnings, while Venezuela—previously the second-largest supplier stopped shipments after it’s leader Nicolas Maduro was detained by the US on January 3.
The Moscow Times noted that Russia’s last major delivery to Cuba took place in February 2025, when 100,000 tons of crude were shipped under a $60 million state loan approved by Putin. At Cuba’s average consumption of around 37,000 barrels per day, experts said such volumes would cover only several weeks without strict rationing.

President Volodymyr Zelensky announced Feb. 8 the opening of 10 offices for weapons export throughout the European Union by the end of 2026.
"Ukraine has another money-making idea - instead of begging for urgently needed funds from Western partners, it plans to start exporting weapons, instead of only buying them. But there is a big and unexpected catch to the whole scheme. Flush with external funding connected to the war with Russia, President Volodymyr Zelensky has announced ambitious plans to open ten arms export hubs across the European continent by the end of 2026.
Given Ukraine is still an active warzone, and given the likelihood that Russian forces will continue targeting defense manufacturing sites, Ukraine is seeking to have European allies play host to Ukrainian arms production plants.
For example, Ukrainian-made drones are expected to be in production on German soil later this month. Zelensky laid out new details of Ukraine's move into foreign arms markets, describing it as a long-term economic necessity, in a speech before the Kyiv Aviation Institute on Sunday night.
Ukraine's defense sector rapidly grown as a result of the war, accounting for roughly 7% of GDP, according to July 2025 estimates from the Kyiv School of Economics Institute.
"Today we are opening up exports. In Europe in 2026 there will be 10 export centers. These are the Baltic countries and the countries of Northern Europe. In 2026, 10 representative offices will operate," Zelensky said, as quoted in Reuters."

"BRUSSELS — NATO is beefing up its Arctic presence in a move designed less to deter Russia than it is to deter Donald Trump.
As the alliance rushes to increase its activities in the Arctic ahead of a defense ministers’ summit in Brussels on Thursday, diplomats and experts said the effort is mostly a rebranding exercise aimed at mollifying the U.S. president — in response to a largely exaggerated threat.
POLITICO spoke to 13 NATO diplomats, alliance officials and military analysts, some of whom were granted anonymity to speak freely about sensitive matters. They pointed to a significant shift inside NATO toward the region thanks to intense U.S. pressure prompted by Trump's threats to annex the island, but one that is primarily driven by politics rather than immediate military necessity.
With NATO officially framing its new “Arctic Sentry” mission as critical, the diplomatic effort shows the intention by U.S. allies to keep Washington onside amid concerns that failing to appease Trump on Greenland could be disastrous.
“In the face of Russia’s increased military activity and China’s growing interest in the high north it was crucial that we do more,” NATO chief Mark Rutte told reporters on Wednesday.

Politico, citing an official, claims the Franco-German next-gen FCAS fighter program has collapsed after months of tensions and internal disagreements
"PARIS — The long-troubled Future Combat Air System (FCAS) being developed between France, Germany and Spain is on the verge of collapse, four European officials in Paris and Berlin told POLITICO.
"An announcement that [the project] is over is more likely than a relaunch," an official familiar with French President Emmanuel Macron's thinking said Friday.
A French lawmaker who works on defense policy concurred separately.
"FCAS is dead, everyone knows it, but no one wants to say it," the lawmaker said.
The failure of the flagship program between three countries to build a sixth-generation fighter — alongside drones and a combat cloud — would be a massive political blow to the French president."

A tiny ‘insect spy drone’ the size of a mosquito can be equipped with a camera and a microphone, according to a denoscription found in the Epstein papers.
This remotely-controlled mechanism could surreptitiously observe its targets, procure DNA samples from unsuspecting humans or even place a tiny RFID tracking tag on them.
The drone, designed for use in urban areas, is supposedly already in production, with the project being funded by the US government.

🇲🇽 🇨🇺 🇺🇸 2 Mexican Navy ships laden with humanitarian aid dock in Cuba as US blockade sparks energy crisis
Mexican President Claudia Sheinbaum said Thursday that as soon as the ships return, “we will send more support of different kinds.” Her administration noted that it still plans to send 1,500 tons of beans and powdered milk.
Sheinbaum has previously said the humanitarian aid would be sent while diplomatic maneuvering to resume oil supplies is underway. She says Mexico has told the United States it seeks to promote peaceful dialogue and ensure Cuba “can receive oil and its derivatives for its daily operations.”
Cuba has also reduced bank hours and suspended cultural events, while fuel distribution companies have said that sales only will be made in dollars and limited to 20 liters (5.28 gallons) per user.
In addition to severe blackouts, Cuban officials say that U.S. sanctions, which increased under Trump’s second term, cost the country more than $7.5 billion between March 2024 and February 2025.

🛢 🇺🇸 🇨🇺 American officials are considering sending fuel to the island of Cuba to stave off a humanitarian crisis
Marco Rubio "could easily end up as the public face of an induced humanitarian crisis, along with another wave of Cuban 'boat people' crossing the 140km (90 miles) of water to the coast of Florida."
Mr. Rubio is one of the most powerful members of Mr Trump’s cabinet. He serves as both secretary of state and acting national security adviser. The only other person to hold both roles simultaneously was Henry Kissinger. While he appeared to be sidelined by some of the Trump administration’s special envoys on big foreign-policy projects in the Middle East and Ukraine, the Caracas raid has put him back in the spotlight. He is one of the architects of the president’s so-called Donroe doctrine, which prescribes dominance of the western hemisphere for the United States. “For Marco Rubio there is no better moment,” says Ricardo Herrero of the Cuba Study Group, which advocates for change in Cuba through dialogue and reconciliation.
Peaceful change would be far from simple to pull off. Unlike Mr Herrero, many of the 2.5m Cuban-Americans are hardliners. That includes south Florida’s three Cuban-American members of Congress. They want the Trump administration to impose even harsher measures on the regime, including a ban on family remittances to Cuba and a halt on all flights to the island by airlines based in the United States.
The White House doesn’t seem willing to go that far. It hopes instead that the fuel shortage will force the Cuban government to the table. Cuban officials have been pushing back, saying that discussions so far are preliminary, and that while they are open to dialogue, they will not change their one-party communist system.
The parallels between Venezuela and Cuba are limited. The Cuban regime is ideological and homogenous, where the Venezuelan one under Mr Maduro was split into factions and purely self-interested. Cuba’s security forces are also “more indoctrinated” than Venezuela’s, says Chris Sabatini of Chatham House, a think-tank based in London. Venezuela has abundant mineral wealth of the kind that allures Mr Trump. Cuba has little.
Given that, Mr Rubio is probably wise to string Cuba along. “Cuba is no longer self-sustaining,” says Mr Herrero. “Its only lifeline is the United States.” That may soon be more than a metaphor. Several sources tell The Economist that the United States is considering sending small quantities of fuel to the island: gas for cooking and diesel to keep water infrastructure running. Mr Rubio would gain even greater sway over his parents’ homeland.
