🇵🇱 🇷🇺 🇧🇾 Poland must prepare army for full-scale conflict, army chief says
🔶️ Poland needs to prepare its soldiers for all-out conflict, its armed forces chief of staff said on Wednesday, as the country boosts the number of troops on its border with Russia and Belarus.
🔶️ In May, Poland announced details of "East Shield", a 10 billion zloty ($2.5 billion) programme to beef up defences along its border with Belarus and Russia, which it plans to complete the plans by 2028.
🔶️ Kukula also said the current high interest from candidates to join the army posed a dilemma over whether to take in more recruits than budgeted for at the expense of military equipment procurement, especially as he said interest was expected to start declining sharply from 2027.
🔶️ The size of the armed forces stood at about 190,000 personnel at the end of last year, including ground, air, naval, special forces and territorial defence forces. Poland plans to increase this to 300,000 troops within a few years.

🇵🇦Panama's President favors joining Mercosur
Only one week after his inauguration, José Mulino attended the Southern Common Market's (Mercosur) Summit in Asunción, as his country is now eyeing its possible accession to Mercosur.
🗣 “I believe in integration because alone in the world we are nothing. And our country has a world of connections and access to important cities with which we can connect,” Mulino said after asking his Mercosur peers for the roadmap towards Panama's integration.
The Panamanian leader mentioned key markets such as Singapore, Japan, and South Korea. In addition, Panama would bring Mercosur a world of financial connections, Mulino explained.
He also highlighted his country's evolution with a planned railroad between Panama City and the western city of David, bordering Costa Rica, which would improve Central American connectivity.

🇬🇧On Thursday, France, Germany, Italy and Poland signed a letter of intent to develop ground-launched cruise missiles with a range exceeding 500 kilometers, aiming to fill what they say is a gap in European arsenals exposed by Russia’s war in Ukraine.
“The idea is to open it up as widely as possible,” French defence minister Sébastien Lecornu told reporters, and suggested the UK’s new Labour government could join. “It has value, including on a budgetary level, because it obviously also allows the various costs to be amortized.”
A first draft of the weapon might be sketched out by the end of the year, he said, with the specifications such as the range to be worked out in more detail later.

🇨🇦Canada takes step to acquire up to 12 submarines to guard Arctic
Canada, looking to shore up its defense of the Arctic, is moving ahead to acquire up to 12 submarines and has started a formal process to meet with manufacturers, the defense ministry said on Wednesday.
Canada updated its defense policy this year with a focus on protecting the Arctic and dealing with challenges from Russia and China. The procurement of submarines is a critical step in implementing that strategy, the defense ministry said in a statement.
🗣 "As the country with the longest coastline in the world, Canada needs a new fleet of submarines," Defence Minister Bill Blair said in the statement.
Canada currently has a fleet of four submarines that the ministry said was growing more obsolete and expensive to maintain. The new fleet of submarines will be conventionally powered and capable of operating under ice.

🔶️ TGP: A few months back, the U.S. released the National Strategy for the Arctic Region (NSAR), a ten-year agenda updating its 2013 predecessor. Alongside this, the Administration brought out the Implementation Plan for the NSAR (NSARIP), outlining over 30 objectives and 200 actions. President Biden reiterated the U.S. commitment to deepen cooperation with Arctic allies and partners, particularly in managing risks related to militarization and unintended conflicts against the backdrop of geopolitical tensions with Russia and China. The United States continues to prioritize collaboration in the Arctic, building on its role in developing governance architecture.
🔶️ In short, the Arctic is set to witness new geopolitical shifts, worsened by the prolonged war in Ukraine. The U.S. sanctions targeting Russia’s Arctic LNG 2 project indicate a closely packed contest of economic and security interests in the region. The deepening collaboration between Russia and China in the Arctic may further disrupt the situation. With Finland and Sweden joining NATO, the U.S. bolsters its Arctic strategy and the High North has become a major terrain for strategic maneuverings.
🔶️ NATO's Arctic Command: A Case for the Expansion of NATO’s Mission in the High North - The alliance has directed increasing attention to the North Pole with joint military exercises such as Trident Juncture in 2018 and a Norwegian-sponsored operation in 2022, Cold Response. The addition of Sweden and Finland will only bolster the resources NATO has to dedicate to the Arctic issue. Danoy and Maddox, authors of a recent article compiled for NATOs 20/2020 review, discuss further expansion of the NATO footprint in the Arctic.
🔶️ US Claims Huge Chunk of Arctic Seabed Amid Strategic Push for Resources - The so-called Extended Continental Shelf covers about 1 million square kilometers (386,100 square miles), predominantly in the Arctic and Bering Sea, an area of increasing strategic importance where Canada and Russia also have claims. The US has also declared the shelf’s boundaries in the Atlantic, Pacific and Gulf of Mexico.
🔶️ Houthis’ Red Sea blockade makes Northern Sea Route attractive to Global Shipping - The 5,600 km Northern Sea Route is the shortest maritime route between Europe and Asia, and can shave 8,000 km or more of distance, and 40-60 percent in time, off shipments, compared to traditional Europe-Asia routes through the presently troubled waters in the Middle East.
🔶️ Over 90 percent of all Europe-Asia traffic flows through cables in the Red Sea. - The Far North Fiber project is seeking to offer another option — a 14,500 kilometer cable linking Europe, North America and Asia.
