🇻🇪 Venezuela's opposition faces setback after countries suggest repeat of presidential election

Venezuela’s opposition was dealt a blow Thursday when countries that had been pressuring President Nicolás Maduro to release vote tallies backing his claim to victory in last month’s presidential election began suggesting a repeat of the contest instead.

The proposal from the leftist governments of Brazil and Colombia, both Maduro allies, came less than three weeks after the results of the highly anticipated election came into question when the main opposition coalition revealed it has proof that its candidate defeated the president by a more than 2-to-1 margin.

The opposition categorically rejected any plan to redo the election.

Venezuelan opposition leader María Corina Machado, during a virtual news conference with Argentine media, said that repeating the July 28 presidential election would be “an insult” to the people, and she asked if a second election were held and Maduro still didn’t accept the results, “do we go for a third one?”

🇭🇷 Croatia to Reinstate Mandatory Military Service Amid Rising Regional Tensions

Starting next year, Croatia will reintroduce compulsory military service for men as part of its strategy to enhance defense readiness.

The Balkan country, which abolished mandatory basic training before joining NATO in 2009, will now implement two-month service periods to build “much better, stronger, and higher-quality defense forces,” according to Defense Minister Ivan Anusic in an interview with local broadcaster RTL.

🇱🇾 Is Libya on the brink of a new civil war?

With two rival governments at either end of the country, ongoing political ruptures and now, fresh military mobilization, there are fears Libya could be heading toward more violence and fighting.

In a statement, the United Nations Support Mission in Libya said it was monitoring "with concern the recent mobilization of forces in various parts of Libya."

The organization, known as UNSMIL, urged "all parties to exercise maximum restraint and avoid any provocative military actions that could be perceived as offensive."

On Thursday, the Delegation of the European Union to Libya expressed similar concerns. 

"The use of force would harm stability in Libya and lead to human suffering. It should be avoided at all cost," it said in a statement. 

Longtime Libya watchers were more direct, suggesting that, after around four years of relative calm in the country, civil war might be about to break out once again.

The warnings came in response to last week's large mobilization of militias affiliated with one of Libya's two rival administrations.

Since 2014, Libya has been split in two, with opposing governments located in the east and west of the country. A UN-backed administration known as the Government of National Unity, or GNU, is based in Tripoli in the west, and its rival, known as the House of Representatives, is based in the east, in Tobruk.

At various times over the last decade, each government has tried — and failed — to wrest control from the other.

The government in eastern Libya is supported by former warlord-turned-politician Khalifa Haftar, who controls various armed groups in his area. It was Haftar's forces that appeared to be moving toward Tripoli late last week. In 2019, Haftar attacked the city but was eventually forced to sign a cease-fire in 2020.

The new pieces of Bs.200 and Bs.500 will begin to circulate gradually. These new banknotes complement the current monetary cone, to meet the requirements of the national economy.

The two new monetary species have on their obverse the image of the Trilogy of the Liberator Simón Bolívar and, on the reverse, the image commemorating the Naval Battle of Lake Maracaibo.

Costa Rica arrests 5 child welfare agency officials on charges they trafficked children for adoption

Five officials from Costa Rica’s child welfare agency were arrested on charges they were involved in trafficking migrant children for the purpose of adoption, authorities said Wednesday.

Randall Zúñiga, head of the country’s main investigative agency, the Judicial Investigation Agency, said in a video statement that the case began in 2022 when the then-president of the child welfare agency reported irregularities in adoptions at one of the agency’s regional offices.

The arrested officials worked as lawyers and social workers.

"In its latest attempt to challenge the United States’ space dominance and SpaceX’s Starlink, China launched a low-orbit satellite constellation with surveillance capability.

According to Chinese state media, the first batch of 18 satellites in the constellation dubbed “Qianfan” or “thousand sails” was launched into orbit by state-controlled Shanghai Yuxin Satellite Technology Company on Aug. 6. The entire project is a future network of 14,000 satellites, offering multiple services, including direct-to-device connectivity. Half of those spacecraft will be launched by the end of next year and another half by the end of 2027.

❗️ The document, read by Roberto Álvarez, is signed by Argentina, Canada, Chile, the Czech Republic, Costa Rica, Ecuador, Spain, the United States, El Salvador, Guatemala, Guyana, Italy, Morocco, the Netherlands, Panama, Paraguay, Peru, the Dominican Republic, the United Kingdom, Suriname, Portugal, Uruguay, and the European Union.

The undersigned countries, meeting in Santo Domingo de Guzmán make a strong appeal for wisdom and restraint in Venezuela. At this decisive juncture for Venezuela and the region, all social and political actors must exercise the utmost restraint in their public actions.

Acceptance and respect for the dignity and integrity of all individuals are the essential principles upon which the peaceful coexistence in our societies is built. We urge for the respect of democratic principles, as well as the human rights and fundamental freedoms of all Venezuelans, particularly the freedom of peaceful assembly and the freedom of expression. We are concerned that this reality currently does not exist in Venezuela. Reports of arbitrary detentions of Venezuelans without due process are alarming, and therefore we urgently call for their immediate release.

We express our deep condemnation of the repression of protesters and the violence that has claimed the lives of many Venezuelans in the post-election context. We urgently call on Venezuelan authorities to end the violence and release all those who have been detained, including opposition representatives.

Furthermore, we request the immediate return of the Office of the United Nations High Commissioner for Human Rights to Venezuela, and call on Venezuela to ensure the necessary conditions for it to fully carry out its mandate.

In addition, we call on Venezuela, as a state party to the Caracas Convention on Diplomatic Asylum of 1954, to comply with its provision by issuing the safe passage that will allow the six asylum seekers currently residing in the official residence of the Republic of Argentina to safely leave Venezuelan territory.

We take note of the preliminary report by the United Nations Expert Panel on the presidential election in Venezuela which indicates that the National Electoral Council (CNE) of Venezuela has yet to present the electoral records that substantiate the validity of the results announced on August 2. It should also be noted that a digital version of more than 80% of the electoral records has been published, which shows a different outcome than that reported by the CNE.

Consequently, we request the immediate publication of all original records and the impartial and independent verification of those results, preferably by an international entity, to ensure respect for the will of the Venezuelan people as expressed at the polls. Any delay in this process calls into question the August 2, 2024, official proclamation.

Our nations have previously appealed for peaceful dialogue and negotiations to resolve serious conflicts. Now more than ever, Venezuela must honor that legacy to restore peaceful coexistence, public safety and political stability, which according to accounts by the Independent International Fact-Finding Mission on the Bolivarian Republic of Venezuela of the UN Human Rights Council, are being threatened by the Venezuelan security authorities.

The current situation calls for a broad, inclusive, and good-faith dialogue to facilitate a political agreement that fosters national reconciliation, peace, public security and democracy in Venezuela.

We are committed to supporting all efforts in this direction, and always advocating for a genuinely Venezuelan solution in which democracy and justice, and peace and security will prevail.
