Europe and the United States of America have to create a “road map” with agreements about the U.S. withdrawal, the Minister of Defense, Ruben Brekelmans, has said. "Let us shape the transition together with the United States and not panic."

The Americans have indicated that Europe will have to take much more responsibility regarding their own safety. The U.S. wants to focus more of its attention on Asia. Brekelmans said on Tuesday during a debate in parliament that the U.S. withdraw will not come out of nowhere. “We should not be moving faster than the Americans themselves on this.”

The minister is calling for a road map to be developed for the transition. This document should include what the Americans will do less of in the short term and what Europe will have to take over. This will take years to do as Europe does not have important capacities like satellite communications, air transport, or intelligence.

A new report from Germany's Federal Intelligence Service (BND) and the Bundeswehr says that Russian authorities appear to be preparing for a major war against NATO. The report says that the Kremlin perceives its relations with the West as a systemic conflict and is prepared to use force to achieve its goals.

According to German intelligence, by the end of the decade Russia may be fully prepared for a “large-scale conventional war.” At the same time, according to the assessment of the Lithuanian intelligence service VSD, Moscow is not yet in a position to attack the entire alliance, but can “test NATO” with a limited military operation against one or several countries in the bloc to find out how seriously the alliance will take its obligations.

The report emphasizes that despite the concentration of Russian troops in Ukraine, the Russian air force and navy remain combat-ready. If the war in Ukraine ends, Russian units can quickly be redeployed to the borders with the Baltic states. The document also notes that "Russian losses are being replenished" and the country's defense industry produces more than is required for the current conflict.

Russia's military spending is growing at a record pace; in 2025 it will reach about 120 billion euros, which is more than 6% of GDP. Compared to 2021, the military budget has actually increased fourfold. According to the Kremlin's plans, the army should grow to 1.5 million people, and the volume of weapons and equipment on the border with NATO should increase by 30-50%."
