The FBI Criminals need to meet the same fate the big mafia crime families did. Send them all to prison or worse.
You may not always know WHAT game is being played, but you should take great pains to always know WHEN a game is being played.
Ex: when those whose entire identity requires them to always be seen as "the smartest people in the room" have to keep publicly copping to making disastrous "mistakes," there is a game being played.

Those ties are deep & coordination exists between the groups, as well as cross training.
