@RandoLand_us tracks the money - its US State Dept (taxpayer) funds funneled to shady NGOs, UN, and Red Cross that make it happen.

So yes, the USGOV is directly responsible for fooling these people into believing the border was open and they'd be welcomed with opportunities.
