And the European Union has largely turned down new loans to the United States as the bloc struggles to find hundreds of billions of euros to build up its military capabilities over the next five years.
Given the size of the American defense industry, which is the world’s largest arms exporter, European officials acknowledge that they will continue to buy off-the-shelf American weapons while they build up their own lagging capabilities. But the Trump administration’s unpredictability has also forced them to focus on modernizing their arsenals and developing their own manufacturing.
European policymakers also fear that the U.S. assistance needed to operate the sophisticated weapons they already employ - including missile defense systems, aircraft and armed drones - could degrade over time.
Rules affecting some systems require maintenance and upgrades to be performed by U.S. citizens, and equipment made by European manufacturers that includes U.S. components may also be subject to restrictions.
“It’s not like President Trump can just push a button and all the planes will fall out of the sky,” said one European official. “But there is a dependency issue, particularly around intelligence sharing and communications.”
