According to Reuters, the proposal also envisages recognition of Crimea as de jure part of Russia and de facto recognition of the territories of four new regions controlled by Moscow. If an agreement is reached, the plan allows for a gradual easing of sanctions pressure on Russia from Europe and Ukraine, as well as the possibility of a complete lifting of sanctions in the future.
