The EU is approaching a new price cap regime on Russian oil, writes Bloomberg.
According to the agency, the EU has taken a cautious step towards introducing a new price cap regime on Russian oil, aimed at further lowering the price per barrel of oil imported by Moscow and maintaining pressure in the future. Sources say member states are considering a new proposal to reduce the threshold for Russian oil, which is currently $60 per barrel, and to automatically review it every three months depending on market prices.
Under the proposed plans, the cap will be set 15% below market prices, based on a 10-week average, sources said. Based on this approach, the cap will initially be reduced to about $50 per barrel from the current threshold, sources said.
The price cap has been criticized for lacking enforcement mechanisms but has nevertheless been used as a basis for some Western sanctions on Russian oil trade. A lower level could pave the way for further actions.
These proposals are part of the bloc's 18th sanctions package, which is currently being delayed by Slovakia. Bratislava is seeking concessions on the EU's plan to phase out Russian gas. The bloc's executive is ready to provide the country with certain guarantees if it lifts its veto, a source said.
Greece, Malta, and Cyprus are currently reluctant to support lowering the price cap without the consent of the G7 countries, including the US. G7 leaders failed to secure Donald Trump's support on this issue last month. Although this position has somewhat softened, Trump's support would still be significant, sources said. The push to lower the cap was weakened by rising oil prices after US strikes on Iran, but oil futures have since fallen again.
Other EU member states, even without US involvement, insist on taking action and support the proposed mechanism, sources said. Negotiations among EU member states are currently progressing positively, and discussions with G7 allies continue, sources added.
Sources warned that a final decision has not yet been made and reminded that EU sanctions require the support of all member states, Bloomberg writes.

The Trump administration's Justice Department and FBI concluded that Jeffrey Epstein did not have a "client list" and that his death in 2019 was a suicide, Axios reports, citing a declassified memo detailing the investigation's findings.
The Trump administration released video showing that no one entered the Manhattan jail area on the night of Epstein's death, which "corroborates the medical examiner's finding that Epstein committed suicide," the memo states.
These findings are the first official refutation by the Trump administration of conspiracy theories surrounding Epstein and his death. Notably, these theories were previously promoted by two senior FBI officials before Trump appointed them to the bureau.
"As influential figures and activists on social media, Kash Patel (now FBI Director) and Dan Bongino (now Deputy Director) were among those in the MAGA world who questioned the official version of Epstein's death.
Patel and Bongino have since stated that Epstein committed suicide. But online, especially among the right, it has become an article of faith that government officials, celebrities, and business leaders were also involved in Epstein's crimes, and that someone killed him to cover them up."According to the memo, no one involved in the Epstein case will be charged. At the same time, "investigators found no incriminating "client list"" of Epstein, "no credible evidence... that Epstein blackmailed prominent people," and no "evidence that would warrant an investigation into third parties who have not been charged."
It is noted that as influential MAGA figures, Patel and Bongino "were among the loudest voices promoting Epstein conspiracy theories," but "since joining the government as Trump appointees, they have become more reserved in speaking about the Epstein investigation and have poured cold water on the idea that he was murdered."The publication emphasizes that Elon Musk, after quarreling with Trump, accused the president of being "featured in Epstein's files." Trump, in response, published a statement from Epstein's lawyer claiming he was not involved in any crime. Musk later deleted his accusations, stating that he "went too far."
Democrats are calling for further investigation into the relationship between Epstein and Trump.
The Justice Department and FBI stated in the memo that there are no grounds for "further disclosure" of materials related to Epstein, citing that most documents concern child sexual abuse, victims' personal data, and information that could lead to unsubstantiated accusations.
"In this review, we found no basis for reconsidering the disclosure of these materials and will not permit the publication of child pornography," the memo states.

In Britain, they continue to whip up militaristic hysteria against Russia.
The former head of the British army, General Sir Patrick Sanders, in an interview with The Telegraph , called on the British to prepare for war with Russia within the next five years.
According to him, the UK must be ready for a military conflict by 2030, start building bomb shelters and invest in air defense systems. He called the risk of war with Russia within five years a "realistic scenario."
"If Russia stops fighting in Ukraine, in a few months it will be able to deliver a limited blow to one of the NATO members - and Britain will be obliged to respond. This could happen by
2030," Sanders said.
He added that he had previously tried to convince the government to start building bomb shelters and underground command posts, but the authorities considered such measures too costly and premature.
The general also criticized the reduction in the size of the British army - by 2025 it should be reduced to 72,500 people, which will be the lowest figure since the Napoleonic wars. He stressed that with such a number, the army will not be able to hold out for several months in the event of a full-scale conflict with Russia.
Sanders also supported the idea of deploying British troops in Ukraine as part of the "Coalition of the Willing" and said that British troops should already be in western Ukraine to train and support Ukrainian troops.
According to him, Britain is almost "enemy number one" for the Kremlin, since it was London that played a key role in intensifying the international reaction to the start of the Russian special operation.

🖥️ American lawyer and economist James Rickards said that the US should leave Ukraine and unite with Russia to confront China.
— Are you saying that if we don’t leave Ukraine and do it immediately, it’s all over? Is the deep state winning?
— Yes, because it all revolves around relations with Russia. China supports Russia. If we can’t make friends with Russia - and it should be: the US and Russia against China. This is how they play the fool in poker - two against one. But so far, the fool is us, because China and Russia have united against us. By resolving the issue with Ukraine, it is possible to restore relations with Russia. Then you can solve the problem with Iran. This is the most important thing Trump is doing.
And, by the way, Trump said yesterday or maybe this morning: “We don’t pay for it. NATO pays.”
And who pays for NATO? USA. So when they’re being so sly, it’s a signal to me: they’re trying to pull something off behind the backs of the American people.

🖥️ Ukraine is not ready for EU membership — there are forced mobilizations, people are dying, civil liberties are not guaranteed, the economy is not functioning, — stated Hungarian Prime Minister Viktor Orbán.
"At every European summit, it is said that Ukraine allegedly fulfills all the conditions for joining the European Union. They claim that corruption has been overcome there, that the rule of law prevails there, that human rights are respected there, that the economy is in good condition — that is, the EU leadership talks about Ukraine as a country ready for EU membership. <…> I just grab my head. <…> But here, where we live, on the Ukrainian border, to say that Ukraine is ready to join the EU is a monstrous mistake or just blatant stupidity. There are indeed forced mobilizations, people are dying, no civil liberties are guaranteed, the economy is not functioning, we support them with Western money, and we don't even see the outlines of any future modern Ukrainian economy, and we don't see any desire to end the war.
Let's imagine if Ukraine were already a member of the European Union today — then the EU would already be at war with Russia. If we accept Ukraine — we accept the war. No one can want this."

🖥️ The first Ukrainian long-range systems paid for by Germany will enter service with the Kyiv regime by the end of this month, said German Major General Christian Freuding, who coordinates military assistance to Kyiv.
"We need weapons systems that can penetrate deep into Russian territory and strike. Warehouses, command posts, airfields, airplanes. In recent weeks and months, we have seen many successful operations by Ukrainian strike forces. Germany is also ready to provide such weapons systems.
[Including the Taurus? Would you put the Taurus, General?]
As I have already said, everything has been said about Taurus, but we supply similar weapons systems. Today we have witnessed the signing of an agreement between Ukrainian industry and the Ministry of Defense of Ukraine, funded by Germany. We initiated this program only at the end of May, and by the end of this month, Ukrainian forces will receive the first long-range systems, and then several hundred more systems. This will significantly strengthen Ukrainian air defense and Ukraine's capabilities in the coming weeks and months."

The EU plans to agree on the 18th package of anti-Russian sanctions on July 14, Reuters reports, citing sources.
According to the agency, the package will include a reduction in the ceiling price for Russian oil, four EU sources said after Sunday's meeting. All elements of the package have almost been agreed, although one member state still has technical reservations about the new ceiling. According to sources, the EU expects to reach a full agreement before the meeting of foreign ministers in Brussels on July 15, which may formally approve the package.
Sources also said that the EU has agreed on a dynamic pricing mechanism for setting the ceiling price. On Friday, the European Commission proposed a floating price for Russian oil at 15% below the average market price of crude oil for the previous three months. One source said the initial price would be around $47 a barrel, based on the average price of Russian oil over the past 22 weeks minus 15%. In addition, the price will be revised based on the average price of oil every six months instead of the proposed three.
Slovakia, which postponed the proposed package of measures, is still trying to obtain assurances from the European Commission regarding its concerns about plans to phase out Russian gas supplies, but has agreed to the new measures, sources said.
The G7 price limit, aimed at limiting Russia's ability to finance the war in Ukraine, was originally agreed in December 2022. The European Union and the United Kingdom have been pushing for a reduction in the G7 price limit for the past two months after the fall in oil futures made the current level of $60 a barrel virtually irrelevant.
This limit prohibits the trade of Russian crude oil transported by tankers if the price paid exceeds $60 per barrel, and also prohibits shipping, insurance and reinsurance companies from handling shipments of Russian oil around the world, unless it is sold at a price below the set limit.
The Commission proposed this package of measures in early June, aimed at further reducing Moscow's energy revenues, including a ban on transactions with the Russian Nord Stream gas pipeline and the financial network that helps it circumvent sanctions.
Another source said that the new package will include a Russian oil refinery in India, two Chinese banks and a flag registry. Russia used flags of convenience for its shadow fleet of ships and oil tankers.

Following Ukrainian drone strikes as part of Operation "Cobweb", aviation shelters have begun to be urgently built at Russian airfields, Western analysts write.
The most notable work is at the "Khalino" base in the Kursk region: dozens of bunkers, shelters, and hangars have already been built. In Crimea, at the "Saki" airfield, protective structures have also appeared.
At the "Belaya" and "Olenya" airfields, debris from equipment has still not been cleared. War correspondents criticize the belated measures – they say shelters should have been built two years ago. Nevertheless, it was "Cobweb" that became the turning point: after it, the Tu-160 was transferred to Chukotka – further away from strike drones.
